O 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N05. 50-266 AND 50-301 WISCONSIN ELECTRIC POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 47 to Facility Operating License No. OPR-24, and Amendment No. 52 to Facility Operating License No. OPR-27 issued to Wisconsin Electric Power Company (the licensee), which revised Tech-nical Specifications for operation of Point Beach Nuclear Plant, Unit Nos.1 and 2 (the facilities) located in the Town of Two Creeks, Manitowoc County, Wisconsin. The amendments are effective as of the date of issuance.

The amendments reflect modifications to plant equipment to provide additional assurance of the proper functioning of the plant's safety related electrical and emergency power systems.

The application for the amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the l

Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 13 CFR Chapter I, which are set forth in the license amendments. Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

7590-01 The Comission has determined that the issuance of these amendments will not result in any significant environmental inpact and that oursuant to 10 CFR 551.5(d)(4) an environmental impact statement or nega-ive declaration and environmental impact appraisal need not be arepared in connection with issuance of these amendments.

For further details with respect to this action, see (1) the application for amendments dated July 28, 1977 as modified August 24, 1979, January 17, April 17 and September 22, 1980, (2) Amendment Nes. 47 and 52 to License Nos. OPR-24 and DPR-27, and (3) the Connission's
