DOCKET NOS. 50-266 AND 50-301 MODIFICATION TO TECHNICAL SPECIFICATION CHANGE REQUEST NO. 77 LOSS OF VOLTAGE PROTECTIVE RELAYS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On April 27, 1982 Wisconsin Electric Power Company, Licensee for the Point Beach Nuclear Plant, Units 1 and 2, submitted a license amendment application and Technical Specification Change Request No. 77. The purpose of this application was to revise the time delay settings on the loss-of-voltage protective relays as specified in item 10 of Table 15.3.5-1 of the plant Technical Specifications. Subsequently, on June 1, 1982 we submitted ~a letter with additional information concerning the adequacy of station distribution system voltages. In that letter we proposed replacing the 4.16 kv loss-of-voltage relays with ITE-27D relays and revising the relay setpoints in order to prevent operation of safety-related motors at voltages less than 75% of rated voltage.

In February 1983 this proposed modification and the anticipated setpoint for the ITE-27D relays were discussed further with members of your staff. We were advised to proceed with this modification and to propose the necessary Technical Specification changes. Accordingly, we are submitting a revised specification for item 10.a of Table 15.3.5-1 as follows:

The single margin bar indicates the changes proposed with the original April 27 request. The double margin bar indicates the above change. Please note also that item 9 on this page represents a pending change as submitted with our letter dated June 30, 1982, Technical Specification Change Request No. 81.

As discussed with your staff, we have initiated procurement of the replacement relays. A unit outage will be necessary to install and test these relays. We are presently anticipating shipment and receipt of these relays sometime during the upcoming Unit 2 refueling and maintenance outage. We shall make every effort to install these relays during this outage on Unit 2 and in Unit 1 during the fall ~1983 refueling and steam generator repair outage. If we are unable to install the relays in Unit 2 during the spring outage, they will be installed during the next available outage. We shall advise you as to exactly when these relays are installed and operational.

As specified in Commission regulations, we are enclosing herewith three signed originals and 40 copies of this modification to Technical Specification Change Request No. 77.
