MODIFICATION TO TECHNICAL SPECIFICATION CHANGE REQUEST NO.-45

, EMERGENCY POWER, SYSTEM POINT BEACH NUCLEAR PLANT, UNITS 1 AND-2 On July 28, 1977, Wisconsin Electric Power Company (Licensee) submitted an application for amendments to Facility Operating Licenses.DPR-24 and DPR-27 to incorporate certain changes into the Technical Specifications for the Point Beach Nuclear Plant Units 1 and 2.

The proposed changes were submitted at the request of the Nuclear Regulatory Commission to provide additional assurance of the proper functioning of the Plant's safety-related electrical and emergency power systems.

Subsequent to that submittal, Licensee responded to your requests for additional information regarding this application in letters dated August 24, 1979, January 17 and April 17, 1980.

In the latest letter, Licensee committed to upgrading the undervoltage protection relay circuitry at the Point Beach Nuclear Plant and to provide this modification to our license amendment. application.'

The attached proposed Technical Specification page-changes modify the trip and time delay setting for the.undervoltage protection circuitry.

These revisions are found at item 7 of Table 15.3.5-1.

We have also_ revised item 3a of Table 15.3.5-3 to. reflect the enhanced redundancy and revised trip. logic for this undervoltage relaying.as discussed:in our April 17, 1980,.
