Gentlemen:

y DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 74 EMERGENCY POWER UNDERVOLTAGE RELAY PROTECTION POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On December 3, 1981, Wisconsin Electric Power Company, Licensee, filed a rcquest with the Nuclear Regulatory Commission for a modification to License Amendments 47 and 52 to Facility Operating Licenses DPR-24 and DPR-27, respectively, for the Point Beach Nuclear Plant, Units 1 and 2.

The purpose of that modifi-cation was to adjust the relay time delay presently specified in the Technical Specifications at item 9 of Table 15.3.5-1.

We have subsequently been advised by members of your Staff that this Technical Specification change will be handled as new amendments to the Point Beach Nuclear Plant operating licenses.

An interim approval of this request was granted in Mr. Novak's letter dated December 4, 1981.

Accordingly, we are forwarding herewith pursuant to 10 CFR 170.22 a check payable to the U.

S.

Nuclear Regulatory Commission in the amount of $4,400 for the Class III and Class I amendment approvals associated with this request.

We understand that final approval of this amendment request will be issued following our satisfactory response to additional questions regarding this Technical Specification change to be submitted by your Staff shortly.

We shall provide those responses as soon as possible following receipt of the questions. All015 j
