Enclosed are three (3) signed originals and thirty-seven (37) copies of a revision to a proposed change to the Beaver Valley Power Station Appendix A Technical Specifications. In our letter of January 17, 1980, we originally proposed a change which provided for the reorganization of thc Onsite Safety Committee (OSC) and Offsite Revieu Committee (ORC),

as well as a change in the scope of ORC audit functions. In your letter of March 25, 1980, you requested that Duquesne Light Company provide the qualifications of the proposed ORC membership to demonstrate that the membership satisfied ANSI 18.7 requirements for competence and expertise as defined by section 6.5.2.1 of the Technical Specifications. Duquesne Light Company provided this information in a letter to you dated April 25, 1980. Subsequent discuasions with members of your staff indicated that l

the requirements for expertise and competence may not have been fully satisfied for specific areas, and we indicated that an evaluation would be done. By letter dated February 23, 1981, you requested that we forward the reorganization of the OSC and ORC. We would like to point out that the reorganization of the OSC had been previously submitted to you in our letter dated September 17, 1980 requesting Amr.dment 54 to the operating license. This change was approved by the Commission as Amendment 39 to the operating license in your letter dated February 11, 1981.

This proposed revision is in response to your letter of February 23, ,

1981 and provides the reproposed ORC membership. Atrached also we have provided a table to assist in your review summarizing the education and experience for each ORC member in the required functional areas.

Beaver Valley Power Stati;n, Unit No. 1 Docket No. 50-334, License No. DPR-66 Request for Technical Specification Change Page 2 Safety Evaluation The proposed nenbership for the ORC provides for the required areas cf expertise and competence as required by ANSI 18.7 and section 6.5.2.1 of the Technical Specifications to ensure independent review of facility operations.

The OSC and ORC have reviewed the r 7 posed change to the Technical Specification and have determined that th.ce are no safety implications associated with the change and that the change does not constitute an unreviewed safety question.

Since this is a revision to an existing Technical Specification request for which the fee has already been submitted, we have determined an additiona]

fee is not required.
