Dear Sir:
On January 15, 1979, a report was made under the provisions of 10CFR50.55(e) concerning the lack of complete independence between the two redundant sub-systems for Control Room and Emergency Switchgear Room air conditioning.
In accordance with the reporting requirements of 10CFR21, the following information is submittec':

Description cf ' defect, deficiency, or failure to comply:
Air Handling Units 2-HV-AC-06 and 2-HV-AC-09 which are powered from the "2J" Emergency Bus have their piping connected so as to receive chilled water from Chiller 2-HV-E-04A which is powered from the "2H" Emergency Bus. Air Handling Units 2-HV-AC-07 and 2-HV-AC-08 which are powered from the "2H" Emergency Bus have their piping connected so as to receive chilled water from Chiller 2-HV-E-04B which is powered from the "2J" Emergency Bus. Thus a failure of either Emergency Power Source would disable both of the redundant subs'ystems for Control Room and Emergency Switchgear Room air conditioning.

Similar components, activities, or services:
The chillers and air handling units are identical to those used on Unit 1 of the North Anna Station. However Unit 1 piping 1.s connected properly so as to provide the intended independence between the redundant air conditioning subsystems.

Corrective action which has been, is being or will be taken, the indi-vidual responsible and th'e 1e.ngth of time to complete.the action:
Stone and Webster field construction will reconnect the chilled water supply and return lines to the proper air handling units.
This will result in Air Handling Units 2-HV-AC-06 and 2-HV-AC-09 receiving chilled water from Chiller 2-HV-E-04B. Air Handling Units 2-HV-AC-07 and 2-HV-AC-08 will receive chilled water from Chiller 2-HV-E-04A. All work will be completed on the Controi Room and Emergency Switchgear Room air conditioning prior to the fuel load date.

Since no other actions will be required to correct the problem described in section 0 of this report, we consider this to be the final report under the provisions of 10CFR50.55(e)(3).
