The Ecard Order of March 27, 1972 requi:nd +2e filing of detailed specific requests for documents by April 12, 1972 and provided that such requests " bear a heavier burden of showing ' good cause' than would have been the case a few months ago". Ycu have not previously made any request for Applicant's docu=ents and you did not file a request by the April 12 deadline even + hough you must have received the list of docunents prier to that da+a .

Applicant does not believe that your request =eets ei+1er the letter or the spirit of the Board's Order of March 27, 1972 be-cause it is a general request for all docunents centained in Appli-cant's list and because of your ec=plete failure to set for+1 any "cause". However, if you vill file reasonably specific requests for docunents relating to your areas of contention, Applicant vili S e such docunents available for your inspection in their respective locatices, Jackson, Mich.gan; San F:ancisco, California; or Lynchburg, Virginia or vill arrange for duplication of thoce doct=ents that are neither copyrighted nor proprietary, upon your agreenent to reimburse us for our cost of duplication.
