Millstone Unit No. 3 I.E. Bulletin No. 80-08 Examination of Containment Liner Penetration Welds In accordance with the requirements of Reference (1), a review has been accomplished of the Millstone Unit No. 3 Containment Liner Penetration Welds. Attachment 1 pro-vides the answers to Questions 1, 2 and 3 as requested for plants under construction.

- ATTACHMENT 1 In response to Items 1, 2, 3 of NRC I&E Bulletin 80-08 the following responses are applicable to Millstone Unit No. 3.

1. Applicability of Sleeve-Flued Head Designs:

There are twenty-nine (29) penetrations of the subject category.

2a. ASME Code Status:

Flued heads and girth welds to penetration sleeves were constructed to ASME Section III, Subsection NC, 1971 Edition including Addenda through Summer 1973. PSAR Paragraph 3.1.3.19 invokes Regulatory Guide 1.19, Revision 1, August 11, 1972. All twenty-nine (29) penetrations as installed in the containment liner now nearing completion were Code Stamped NPT-2 at the shop.

2b. Type of NDE :

All girth welds were nondestructively examined by an ultrasonic procedure and a supplementary magnetic particle procedure.

2c. Type of Weld Joint:

Each consists of a single vee groove with retained backing strip. A tabularized listing of materials and dimensions is appended.

2d. Repair Status:

With reference to the original NDE performed at the shop, status is unknown as documentation was not required by procedure.

3. Current NDE Status:

Flued head-sleeve girth welds on all twenty-nine (29) penetrations are currently being radiographed in accordance with Stone & Webster Nonconformance and Disposition Report N&D 0394. Radiography is expected to be completed August 22, 1980.
