Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 TMI - Short-Term Lessons Learned In References (1) and (2), Northeast Nuclear Energy Company (NNECO) was requested to provide commitments to comply with the Short-Term Lessons-Learned requirements of NUREG-0578, as clarified by References (1) and (2) and recent telephone dis-cussions with the Staff. In References (3) through (10), NNECO responded to this request, committing to each of the applicable requirements, as well as providing varying degrees of detail regarding the method of compliance.

Subsequently, NNECO was verbally requested to reaffirm its commitment to comply with all the Category A Short-Term Lessons-Learned requirements by January 1,1980, with the exception of Items 2.1.7.a, Automatic Initiation of Auxiliary Feedwater, and 2.1.9, Transient and Accident Analysis. Accordingly, please be advised that NNECO is indeed fully committed to implement all Category A Short-Term Lessons-Learned requirements by January 1,1980, with the exception of Items 2.1.7.a and 2.1.9.

It is emphasized, however, that this commitment is contingent upon external vendors supplying the previously ordered equipment on schedule.

Equipment f rom outside sources is still required to comply with the majority of items involving hardware modifications.

At this time, NNECO anticipates that the requirements currently not fully bnplemented will be completed by January 1,1980. Should it subsequently be determined that this is not the case, the Staff will be notified to that effect promptly.
