Dear Sir:

I&E Inspection Report No. 79-11, dated August 10, 1979, contained one item of non-compliance. Boston Edison Company's response to that item is presented as follows:

Infraction Technical Specification (TS) Tr.ble 4.2.B requires a minimum calibration frequency of once per operatirg cycle for the Emergency Bus Voltage Relays.

TS 1.U defines the operating cycle interval pertaining to instrument and electrical surveillances as never to exceed 15 months... TS Table 4.2.F requires a minimum calibration frequency of once per six months for surveil-lance instrumentation, including Drywell Pressure PI-5067A, Torus Pressure PI-5067b and Drywell/ Torus Differential Pressure PI-5021.

Contrary to the above, as of June 20, 1979, the above surveillance frequency requirements were not properly satisfied in that:

1. Emergency Bus Voltage Relays were last calibrated September 27, 1977, a period in excess of 15 months; and
2. PI-5067A, I-5067B and PI-5021 exceeded the minimum calibration frequency of once per six months. The above surveillance instru-ments were incorporated into TS Table 4.2.B by Amendment 31, effective June 21, 1978. The three pressure indicators had not been scheduled for calibration, nor had procedures,* been written to '

detail the method of performing the calibration.

Response

1. Emergency Bus Voltage Relays were calibrated on June 29, 1979. 'Ihe scheduling of this relay testing on a 15 month basis has been re-emphasized to the electrical engineer and is presently on a 15 month cycle.
2. As mentioned in the subject report, the pressure indicators were calibrated.

To prevent a recurrence, Station Procedures have been revised to include the calibration of instruments PI-5067A, PI-5067B, and PI-5021. Also, the instruments have hen added to the calibration schedule.

At the present time we are in compliance in this area.
