DOCKETS 50-266 AND 50-301 SECONDARY WATER CHEMISTRY LICENSE AMENDMENT REQUEST 39 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 We received your letter dated August 1, 1979, which responded to our Technical Specification Change Request 39 dated November 8, 1976, concerning steam generator water chemistry requirements. Based on experience and knowledge gained since 1976, you have concluded that Technical Specification limits would not be the most ef fective way of providing the desired assurance that licensees would properly monitor and control recondary water chemistry to limit corrosion of steam generator tubes. Instead, you have requested in your August 1, 1979 letter that we submit a proposed license amendment to incorporate the requirements of a model license condition supplied with your letter.

We have reviewed this proposed license condition, and still believe that such a license amendment is unnecessar".

As you know, we have had a steam generator monitoring prcgram which satisfies the elements of this condition for many years.

It is in the best econ.omic interests of all licensees to pursue .

actively a secondary water chemistry monitoring program to minimize steam generator tube degradation in order to achieve highest plant integrity and reliability. Such a program has been satisfactorily handled in the past with plant administrative procedures. We see no need to include a specific conditional statement in plant licenses. We, however, believe this issue is not worthy of further debate. We, therefore, enclose herewith the proposed amendments to Facility Operating Licenses DPR-24 and DPR-27 to incorporate the attached license conditions.

ATTACHMEf4T SEC0llDARY WATER CHEMISTRY M0!1ITORIflG The liccnsee shall implement a secondary water chemistry monitoring program to inhibit steam generator tube degradation. This program shall include:

1. Identification of a sampling schedule for the critical parameters <-

and control points for these parameters; i

2. Identification of the procedures used to quantify parameters that are critical to control points; \

\

3. Identification of process sampling points; i
4. . Procedure for the recording and management of data;
5. Procedures defining corrective actions for off control point chemistry conditions; and
6. A procedure identifying the authority responsible for the inter-pretation of the data, and the sequence and timing of administrative events required to initiate corrective action.
