Dear Mr. Denton:

Carolina Power R Light Company (CPdcL) hereby transmits Amendment No. 25 to the Shearon Harris Nuclear Power Plant (SHNPP) Final Safety Analysis Report (FSAR). The attachment lists all changes to the FSAR by FSAR section. The major changes involve FS'AR consistency reviews and clarifications/exceptions to Regulatory Guide1.68, Rev. 2, Initial Test Program, for water-cooled nuclear power plants detailed in Section 10.2.7 of the FSAR.

Sections Irl..2.7 and 10.2.12 have been revised to reflect CPRL, INPO, and NRC concerns about Start-up Physics Tests which place the plant in abnormal operating configurations and are not necessary to substantiate the adequacy of SHNPP standard core design and plant features. The tests which may lead to adverse radial and axial power tilting are being deleted based on the SHNPP standard core design and plant features and the recent successful demonstration of those tests by other similar Westinghouse 3-loop pressurized water reactors. Changes to Section 10.2.7 are included in this amendment package; changes to Section 10.2.12 will be included in the next amendment.

Each revised page bears the amendment number and technical changes are indicated by vertical bars in the page margin. Instructions for entering the revised pages are included.
