CATEGORY 1 PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY (TVA) - BROWNS FERRY UNIT 1 RECOVERY STATUS

Dear Mr. Singer:

This refers to the public meeting conducted at the Nuclear Regulatory Commission (NRC), Two White Flint North Auditorium, Rockville, Maryland on October 20, 2006. The purpose of the meeting was to discuss the Browns Ferry Unit 1 (BF1) Restart Project Status. Discussions during this meeting included the following topics: Unit 1 overview and schedule, returning systems to service, regulatory status, fire protection Appendix R, nuclear assurance, Browns Ferry Nuclear (BFN) operational readiness, BFN site status, and fuel load readiness. Enclosure 1 contains a list of attendees. Enclosure 2 contains the BF1 Restart Master Tracking Forecast Schedule which is an forecast estimate of NRC actions and processes required during the recovery process in accordance with NRC Inspection Manual Chapter (IMC), IMC 2509, Browns Ferry Unit 1 Restart Project Inspection Program. These actions are based on TVA milestones. Enclosure 3 contains the presentation material used by your staff to discuss the status of the Browns Ferry Unit 1 Restart Project.

TVA also discussed the transition of Unit 1 staff, systems, procedures and schedule into overall site operations. As a result of the meeting, the NRC will continue to conduct inspections to ensure that all measures applicable to fuel load are in place prior to the fuel load date. We understand that BF1 system turnover process is dynamic; therefore, we will continue to facilitate communications between TVA and NRC staff regarding changes to your schedule.

The NRC plans to closely monitor recovery progress and inspect accordingly to maintain and ensure public health and safety as its overriding priority of the operating Units 2 and 3 and throughout the Unit 1 recovery process.
