SUMMARY

OF JULY 10, 2014, MEETING BETWEEN TENNESSEE VALLEY AUTHORITY AND THE U.S. NUCLEAR REGULATORY COMMISSION TO DISCUSS THE NEAR-TERM TASK FORCE RECOMMENDATION 2.1 FLOODING HAZARD REEVALUATION REPORT AND IMPROVED MITIGATION SYSTEM QUARTERLY UPDATES FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1 AND 2, SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2, AND WATTS BAR NUCLEAR PLANT, UNIT 1 On July 10, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Tennessee Valley Authority (TVA) for the Browns Ferry Nuclear Plant, Units 1 and 2 (BFNP), Sequoyah Nuclear Plant, Units 1 and 2 (SNP), and Watts Bar Nuclear Plant, Unit 1 (WBNP). The meeting was held at the NRC headquarters in Rockville, MD. The meeting notice dated June 9, 2014, can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14160A860. The participants in the meeting included the following individuals:

  • indicates individual participated via phone The purpose of the meeting was for TVA to discuss the status of flooding activities at the BFNP, SNP, and WBNP sites. TVA presented (ADAMS Accession No. ML14191A044) an update on the progress of its development of flooding hazard reevaluation reports (FHRRs) for BFNP, SNP, and WBNP sites. The NRC staff questioned the licensee on the guidance that will be used to evaluate potential dam hazards. The licensee stated that the guidance applied to evaluate dam stability will be TVA specific, but is similar to Federal Energy Regulatory Commission (FERC) guidance. The NRC staff also questioned the licensee on the safety factory to be used for sliding contouring. The NRC staff questioned the licensee on why the local intense precipitation analysis has not been completed for BFNP (item 3 on slide 6). TVA responded that due to resource limitations the analysis could not be completed sooner than the schedule provided. The NRC staff questioned the licensee on tasks 1a and 1b from slides 5 and 6, specifically, if the code migration resulted in lower flood levels at the site. The licensee stated that they have not completed the analysis for responding to Near-Term Task Force

Recommendation 2.1, flooding, but that a comparison to the current licensing basis resulted in a reduction to the onsite flood level. The NRC staff questioned the licensee on the assumptions TVA plans to use for spillway release gates. TVA stated that they planned to assume a percentage of gates fail in addition to examining if the dam could fail during a seismic event.

The NRC questioned TVA on the percentage of gates that would be assumed to have failed during the seismic event. TVA stated that they will evaluate how it plans to address potential gate failure in the FHRRs and will provide additional information during the next quarterly update.

The licensee also presented (ADAMS Accession No. ML14191A046) an update of the flooding mitigation plans for SNP and WBNP. The NRC staff asked TVA if the flood mitigation system pumps are fixed or portable pumps. The licensee stated that the pumps are fixed pumps. The NRC staff questioned how much fuel will be stored for use in the FLEX 225 kVA diesel generator used in the flood mitigation system. The licensee stated that the amount of fuel storage will be determined as part of the FLEX design.

After the conclusion of the presentations the NRC staff questioned TVA on the form that the next quarterly update will be communicated to the NRC (i.e. a similar public meeting or a letter as has been done with past quarterly updates). The licensee indicated that they planned to submit a written quarterly report.

TVA was provided an opportunity to comment on this summary prior to its issuance and their comments were addressed in the final version of this summary.
