Tennessee Valley Authority - Central Emergency Control Center Emergency Plan Implementing Procedure Revisions In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected documents are the Central Emergency Control Center (CECC) Emergency Plan Implementing Procedures (EPIPs) listed below.

x Section 3.0, Staffing Added new guidance for the CECC Director to allow temporarily filling a vacant Emergency Response Organization position until a fully qualified individual responds.
x Appendix Q, Protective Action Recommendations at or Beyond 10-MILE EPZ Clarified guidance on the use of validated dose projections and field team surveys when developing Protective Action Recommendations (PARs) beyond 10 miles.
CECC EPIP-6 TVA revised this EPIP as follows.
x Section 4.2, Definitions Revised containment bypass release definition.
x Appendix H, PLANT ASSESSMENT COORDINATOR CHECKLIST Updated guidance regarding when to perform Plant Assessments.
x Appendix I, RESOURCES SUPPORT COORDINATOR CHECKLIST Added a reference to the Radiological Emergency Notification Directory in the first step when notifying the Engineering Duty Officer to request additional Engineering Representatives as needed.
x Appendix J, CECC PLANT ASSESSMENT TEAM LEADER OPERATIONAL CHECKLIST Updated guidance regarding when to perform Plant Assessments.

x An editorial change was made throughout the procedure to change Radresponder to CBRN Responder to align with the current name for the application.
x, Radiological Assessment Managers Checklist Added a new step directing the user to CECC EPIP-1 Appendix Q and Appendix R for PARs beyond 10 miles.
x, Radiological Assessment Coordinators Checklist Added a new step directing the user to CECC EPIP-1, Appendix Q and Appendix R for PARs beyond 10 miles. Added a step to provide dose assessment data forms to the CECC Director and CECC clerical staff.
x, Radiological Assessment Boardwriters Checklist Deleted a step for logging 2-mile radius evacuation start time as it no longer applies to current PAR scheme.
CECC EPIP-8 TVA revised this EPIP as follows.
x Section 9.0 Abbreviations and Definitions Revised containment bypass release definition.
CECC EPIP-18 TVA revised this EPIP as follows.
x Revised entire procedure to incorporate guidance from NPG-SPP-18.3.6, Extended Staffing Under Abnormal Conditions, to support cancellation of NPG-SPP-18.3.6. All existing EPIP-18 guidance was retained. This included reformatting and updating, Offsite Facility Staffing and Logistics Support Checklist, and Attachment 2, Onsite Staffing and Logistics Support Checklist, as well as adding the following new attachments:

U.S. Nuclear Regulatory Commission CNL-23-067 Page 4 November 27, 2023 The above changes were evaluated in accordance with 10 CFR 50.54(q)(3). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
