SUMMARY

OF TELECOMMUNICATION WITH OMAHA PUBLIC POWER DISTRICT (OPPD) TO DISCUSS OPEN ITEM 3.6.2.4.3.2-1 ON ELECTRICAL BUS BARS - RENEWAL OF THE OPERATING LICENSE FOR FORT CALHOUN STATION, UNIT 1 (FCS)

On June 6, 2003, the NRC staff (the staff) and representative from OPPD held a telecommunication (telecon) to discuss the Open Item 3.6.2.4.3.2-1 in the draft safety evaluation report for renewal of the operating license for FCS. A list of telecon participants are enclosed (see Enclosure 1). The following is a summary of the discussion.

Staff Question (1) :

The staff had a point of clarification concerning the applicants previous response to a staff dialogue on May 8, 2003 on the subject. The response to the open item were as follows :

When scoping and screening was performed for bus bars at FCS, as a conservative measure, all bus bars were included in the scope of license renewal with the exception of those associated with SBO. SBO beyond the plant boundary was added later in response to a staff RAI and the NRC Interim Staff Guidance on SBO. All of the in-plant bus bars are inside the enclosure of an active component, such as switchgear, power supplies, etc., and are considered to be piece parts of the larger assembly. Per 10 CFR 54.21, OPPD considers them outside the scope for license renewal. However, in the final response, the last three lines concerning the SBO beyond the plant boundary were omitted. The staff wanted to know why the applicant dropped the discussion.

Resolution:

The applicant did not have any objection to restoring the discussion concerning the SBO path beyond the plant boundary in the discussion as above.

Staff Question (2) :

The staff also had a question regarding the bolted iso-phase bus connection (not welded) if it will be managed as part of the periodic surveillance and preventive maintenance program.

Resolution:

The applicant stated that the bus bars credited in the SBO restoration path are all connected to the primary side of the auxiliary transformers by bolted connections. The aging of the bolted connections is managed through implementation of the OPPD Periodic Surveillance and Preventive Maintenance Program.

The applicant agreed to incorporate these two clarifications in its final response to OI 3.6.2.4.3.2-1.

OPPD has reviewed and provided no comments on this telecon summary.
