On October 30, 1986, the Electric Driven Fire Pump (EDFP) exceeded the seven '

day Technical Specification (TS) limit for the permissible time the pump may remain out of service (OOS) without NRC notification. The EDFP was taken OOS at 0430 on October 23,1986, due to o noisy becring and a leaky grease seal. Af ter the completion of maintenance, during testing of the pump, the Low Pressure Start Switch (LPSS) failed to work properly. Af ter the switch was replaced the monthly periodic was successfully completed. However, during the performance of the annual test, the recirculation flow indicator did not work, and the test was terminated. Following on evaluation, the flow indicator was replaced with a differential pressure gauge, for test purposes, and the annual test was completed, with satisfactory results. On October 30,1986, at 1600, the EDFP was placed back in service. The actual 005 time exceeded the TS limit of seven days by iI hours and 38 minutes.

CAUSE OF EVENT:

The cause of the EDFP being OOS in excess of seven days was the independent failure of the LPSS and the flow indicator, resulting in additional, unscheduled maintenance.

ANALYSIS OF EVENT:

Turkey Point has two fire pumps: the EDFP, which is rated at 2000 gpm, and a Diesel Driven Fire Pump, rated at 2500 gpm. The pumps are supplied from two Raw Water Tonks. Either pump con draw water from either tank. The Diesel Driven Fire Pump remained operational during the time that the EDFP was 005.

The health and safety of the public were not offected.

CORRECTIVE ACTIONS:

1. The bearing and grease seal were replaced.
2. The LPSS was replaced.
3. The flow indicator was replaced with a differential pressure gauge for test purposes. A Request for Technical Assistance has been generated in order to develop a long-term solution for the malfunctioning flow indicator.

ADDITIONAL DETAILS:

The EDFP manufacturer is Fairbanks-Morse (Colt), Model No.: Type 5800.
