Dear Mr. O' Leary:

N UNUSUAL EVENT NOS. 250-74-4 AND 251-74-4 N
~
TURKEY POINT PLANT UNITS 3 AND 4

FA1 LURE TO
.'1,U NTAIN CONTISUOUS SURVElLLANCE OF CONTA1NMENT In 'accordance with Technical Specification 6. 6. 2b, the following unusual event is reported:
Numerous failures have been experienced, to date, with the sample suction pumps employed in the Tracerlab containment gaseous and air particulate radiation monitoring systems.
These two systems are part
~~
of the Process Radiation Monitoring System, which is one of the three RCS leak detection systems.
The sample suction pumps are of the rotating carbon vane-type and by experience are known to be high maintenance items.
This is something we have been aware of since receipt of our facility op-c --
erating license.
Because of the wording of Technical Specification 3.1.3.f and since these pumps require frequent maintenance, the failures which have been experienced were not considered as reportable items.
As discussed in the FPL response, dated May 14, 1974, to RO Inspection Report Nos. 50-250/74-3 and 50-251/74-3, a re-evaluation of the leak detection system is in prog ress.
This study should provide recom-mendations to improve the Itak detection systems and will be completed by August, 1974.
We will request a change to the FSAR to be compatible with the Technical Specifications which will allow the sample suction pumps to be out-of-service if maintenance is required.
Very truly yours, V
