Subject: Inspection Report No. 50-388/84-12 This refers to your letter dated June 7,1984, in response to our letter dated

May 8, 198 Our May 8,1984 letter forwarded a " Notice of Deviation" for surveillance pro-cedures used to test the suppression pool to drywell vacuum breakers which l

did not provide any quantitative values or instructions to calibrate or verify

'

settings of the vacuum breaker position to those values stated in the FSAR.

l In your response letter dated June 7, 1984, you disagreed with the " Notice of Deviation" since, in your interpretation, the values provided in the FSAR were i for design information and did not constitute calibration criteria. Further-more, your. response provided your reasons for not specifying more precise posi-tion indication for the vacuum breakers than is qualitatively established by your plant procedure We have reviewed your response considering overall plant safety. Based on our review, we feel that you have established acceptable alternate methods to en-sure that vacuum breaker bypass leakage will be maintained below design limit However, at the time of the inspection, there was no mechanism to verify that the vacuum breakers functioned within the design limits stated in the FSA Based on your response, the NRC evaluation conducted and review of revision 35 to FSAR Section 6.2.1.1.3.2 which deletes the valve position information, we are administratively closing the " Notice of Deviation" issued on May 8, 198 We note that exceeding the bypass capability of the plant has a considerable consequence on overall plant safety. Your response states the methods you use to assure that bypass leakeage is maintained below the analyzed valus. A future inspection will assess the adequacy of your plant procedures and actions taken to assure containment integrity from a bypass leakage standpoin Your cooperation with us is appreciated.
