Dear Mr. Byram,

The NRC has received two concerns relative to activities at the Susquehanna Steam Electric  !

Station. Given the nature and significance of these matters, we are referring the concerns to you for evaluation and resolution.

We request that you review this information and provide us a written response within 60 days. It is our expectation that your evaluation of these matters will be thorough, objective, ~

and of sufficient scope and depth to resolve the issues. Specific guidance concerning the NRC staff's expectations is provided in Enclosure 1. Details of the two concerns are provided in Enclosures 2 and 3. If the issues are substantiated, your response should include any proposed corrective actions that you believe are appropriate.

Enclosures 2 and 3 to this letter should be controlled and distribution limited to personnel with a need to know. The enclosures are being withheld from public disclosure in  ;

accordance with the provisions of 10 CFR 2.790. We request that your response be  ;

developed without personal privacy, proprietary, or safeguards information so it may be j placed in the NRC Public Document Room. However, if necessary, such information should j be contained in a separate attachment, appropriately marked, which will be withheld from public disclosure. In addition, if you provide any information which you believe is proprietary, please provide the affidavit required by 10 CFR 2.790(b).  ;

The response requested by this letter and the accompanying enclosure are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, Pub. L.96-511. >
