In accordance with the requirements of 10 CFR 50 54q, the change has been made without commission approval as it does not decrease the effectiveness of the plan and the plan as changed continues to satisfy the applicable requirements of Appendix E to 10 CFR 50.

The change is summarized below:

The change to the SSES Emergency Plan implements the industry-generated Severe Accident Management Guidelines (SAMG). The effect of the change is to move the responsibility for directing specifically designated activities from the Control Room, and reassign this responsibility to the Technical Support Center (TSC).

The assignment of SAM activities to the TSC is preferred because the TSC establishes the priorities-for dealing with emergency conditions, and the SAM procedures help to define these priorities. In addition, the TSC personnel have a broader view of both plant and off-site activities.

The proposed change up-dates Figure 6.1 of the plan to reflect the current Nuclear Department Organization, and also includes the addition of a new Emergency Plan position in the TSC. This new position, Severe Accident Management (SAM) Coordinator, is added to direct the actions associated with the implementation of the SAMG. As a result, while the Nuclear Emergency Response Organization (NERO) workload has not increased, the number of people who support these activities has been increased. In addition, the responsibility for directing severe accident response has been shifted to that portion of the NERO better suited for addressing these issues.

The NERO has always had the responsibility to manage what are considered severe accidents; this change provides structure to the process.
