Dear Mr. Byras:

I wish to thank the Pennsylvania Power & Light Company l agreement to host representatives of the Ukrainian nucle (PP&L) for i ar power reactor regulatory body, Ukrainian Ministry for Environmental Protection and Nuclear Safety (MEPNS) Nuclear Regulatory Administration (NRA). This letter confirms that Ukrainian NRA representatives will visit the Susquehanna reactor site on 3

November 3 through 7, 1997. Three NRA representatives will visit Susquehanna Steam Electric Station (SSES), Unit 1, including one Ukrainian interpreter.

Also in the group will be one representative from the Nuclear Regulatory Headquarters Office of Nuclear Reactor Regulation (NRR), Hr.

Coensission Leon Whitney, an (NRC)d one United States (U.S.) sponsored interpreter from the

. Department of State (005).

The NRC is implementing a long-tens direct assistance program for the nuclear power reactor regulator of Russia and Ukraine. In connection with these programs, the NRC is organizireg this visit for NRA to study inspection

> procedures and activities for post-fire safe-shutdown programs through the observation of the pilot post-fire safe-shutdown inspection at SSES in November.

The sain purpose of the one-week visit is to familiarize the Ukrainian NRA representatives with U.S. nuclear power industry post-fire safe-shutdown procedures and the way the NRC maintains its oversight of these programs through its inspection program. The visit will strongly enhance the team's i

understanding of U.S. coeuwrcial nuclear plant licennes' plans and NRC

inspection activities on.the post-fire safe-shutdown progrand.

Dear Mr. Hehl:

De purpose of this letter is to request panial reconsideration of the NRC's May29,1997 public disclosure determination regarding Pennsylvania Power & Light Company's (PP&L) respons: to the NRC's request for additional informat3 on regarding EA No. 97139. Attached to this letter is a redacted copy of the PP&L response which protects personal information the disclosure of which would identify PP&L employees and result in an unwarranted invasion of personal privacy. This information is exempt fmm public disclosure under 10 CFR 2.790(aX6). In addition, if this information is made public, future PP&L audit inves+16 ations may be hindered by individuals being less willing to cooperate with PP&L audit investigations fearing that the substance of their statenients would become public. Because PP&L normally makes its audit reports available to the NRC, disclosure of the redacted portion of the PP&L response could result in the NRC receiving less information in the future. Herefore, the redacted portions of the PP&L response are also exempt under 10 CFR 2.790(aX4).

We appreciate the opportunity to discuss with you in our meeting on June 12 the initiatives contained in this letter on improving our Nuclear Safety Concerns program and our on-going efforts to improve our process for investigation of issues. We plan on providing a follow up letter to provide status on our efforts by July 25,1997. -
