In accordance with the requirements of 10 CFR 50.54q, the change has been made vIi'out prior commission approval as it does not decrease the effectiveness of the plan and the rpla as changed continues to satisfy the applicable requirements of 10CFR50.47(b) and AppendiWE to 10 CFR 50.

This revision involves adding an Emergency Action Level to account for potential conditions associated with the use of the new Dry Cask Storage System being installed at the Susquehanna SES.

The proposed EAL was developed using the NUMARC/NESP 007 (Rev. 2) guidelines. It will be implemented under the Unusual Event classification with entry into the classification when events occur which have the potential for damaging or degrading either the irradiated spent fuel being stored or the fuel storage containers, after the fuel has been removed from the reactor building. This includes irradiated spent fuel damage or degradation while transporting it to the new spent fuel storage facility. The proposed EAL does not cover potential emergency conditions for irradiated spent fuel located within the reactor building as these conditions are addressed under existing EALs (Damage to Irradiated Fuel and In-Plant High Radiation classifications).

In accordance with the NUMARC guidelines, EAL classifications above the Unusual Event classification have not been proposed. Severe degradation or damage resulting in the dispersion of irradiated spent fuel from the dry cask storage process to the environment has been evaluated under 10 CFR 72.212 and found not to be a credible condition.

The proposed change has been discussed and agreed upon by the Pennsylvania Emergency Management Agency, Pennsylvania Department of Environmental Protection/Bureau of Peter~

Radiation Protection and the affected local governmental agencies.
