2. ASSUMPTIONS Rates of escalation used in estimating decommissioning costs The estimated decommissioning costs were escalated in accordance with 10 CFR 50.75(c)(2).

Exhibit 1 includes the factors used in the escalation and the calculation of the minimum amount of decommissioning funds to be provided.

Rates of earnings on decommissioning funds A 3.5% real return was used to calculate the earnings on the decommissioning funds as permitted under 10 CFR 50.75(e)(1)(ii). The 3.5% rate is based on the real return allowed on the decommissioning funds in an order entered by the Pennsylvania Public Utility Commission (Pa.

PUC) on Sep&ber 27,1995 at Docket No. R-00943271.

3. ESTIMATE OF REMAINING PAYMENT SCHEDULE TO THE DECOMMISSIONING FUND Attached as Exhibit 2 to this decommissioning report is a calculation of the projected trust fund value for each unit at the time the current license expires for each unit.

The values in Exhibit 2 reflect the following contributions:

Pa. PUC Customers - Projected contributions to the trusts for the years 1999 through 2009 are from revenues provided by a non-bypassable wires charge approved by the Pa. PUC in 1 an order entered August 27,1998 at Docket No. R-00973954. The projected contributions )

from the Pa. PUC customers total $77,936,483 for Unit 1 and $121,659,864 for Unit 2.  !

FERC Customers - Contributions to the trusts from FERC wholesale bulk power customers include the JCP&L contract for 1999 and the 3G&E contract for 1999,2000 and the first 5 months of 2001.

4. MODIFICATIONS OCCURRING TO THE OWNER'S CURRENT METHOD OF PROVIDING l FINANCIAL ASSURANCE SINCE THE LAST SUBMITTED REPORT Since the Decommissioning Report was submitted last on July 20, 1990, collection of decommissioning funds has shifted from a fully allocated cost-of-service " bundled" electric rate to a separate non-bypassable wires charge as described in 10 CFR 50.75(e)(1)(ii)(B). The PUC approved Joint Petition for Full Settlement of FP&L inc 's Restructuring Plan and Related Court Proceedings contains provisions which allow for the recovery of decommissioning funds through a non-bypassable wires charge, referred to as a Competitive Transition Charge (CTC). The amount to be recovered from Pa. PUC customers as provided for in the Joint Settlement is approximately $129 million on a net present value basis. The amount to be recovered from FERC wholesale customers is based on the rate set in the Settlement Agreement approved by FERC on July 19,1994 at Docket No. ER94-945-000.

5. MATERIAL CHANGES TO TRUST AGREEMENTS A number of changes to the Nuclear Decommissioning Trust Agreement have been made since the last report. In 1992, Mellon Bank (DE), N.A. succeeded CoreStates Bank as trustee. In 1994, the Trust Agreement was amended to reflect the fact that Mellon Bank, N.A. succeeded Mellon Bank (DE), N.A. as trustee.
