Dear Mr. McWeeney:

$UBJECT: RII-86-A-0218 - TERMINATION FOR REPORTING SAFETY CONCERNS This refers to our telephone conversation of July 21, 1986, during which we discussed your concern that you were terminated from CP&L's Harris Nuclear Plant for raising safety concerns.

An enclosure to this letter documents your concerns as I understand them based on our conversation. We have initiated actions to develop and examine the facts and circumstances of your concerns; therefore, if the enclosure does not completely and accurately reflect all of your concerns, please call me collect as soon as ~

possible at (404) 331-4193 so we may assure that they are adequately addressed 1 during our review. If you should call and I am not available, please leave a I message, ard I will return your call. ,

Our actions to resolve your concerns could possibly include forwarding the substance of the concerns to the licensee with a request that they investigate the facts and circumstances of the concerns. We would not, however, identify you as the source of the information. In addition, when the licensee completes their

-- actions on the matter, they would be subject to an audit by the NRC to ensure the concerns were properly addressed.

Enclosed is an NRC Form 3, Notice to Employees, for your 16 formation and review.

You should be aware that if you are terminated from your employment or otherwise discriminated against, and you suspect that these actions resulted from your contacting the NRC or reporting safety concerns, you have 30 days to file a complaint with the Department of Labor as indicated on the NRC Form 3.
