request, you have provided information addressing several emergency planning requirements and allegations of Ms. Patty Miriello concerning the radiction protection program of CP&L and welding activities at the Shearon Harris site.

' within a reasonable time. You should be aware that issues which have been preyiously considered in the operating license proceeding do not provide an adequate basis for relief under 10 CFR 2.206.
