Dear Sir:

This letter submits pages incorporating all the changes requested by the above references. It responds to an October 29, 1987 verbal request made by Mr. R. Hessman of the NRC for a consolidated resubmittal of the changed pages. Changes are indicated by bars in the margin.

l The change to Section 4.7.B.2.a requested by Reference 3 became Amendment 101 on July 23, 1987. No further change to Section 4.7.8.2.a is requested, and no change bar appears next to it.

This letter also requests two minor changes in the Bases to make them agree with the proposed Technical Specification changes. The first Bases change deletes the reference to "... tested daily" which has been deleted from Section 3.7.B.1.c. The second Bases change adds the sentence, "In the event l

one CRHEAF train is inoperable, the redundant system's active components will be tested within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />". This change reflects a restriction added to Section 3.7.B.2.c.

BOSTON EDISON COMPANY December 7, 1987 U. S. Nuclear Regulatory Commission Page 2 All other changes were previously requested by the references along with the appropriate "No Significant Hazards Consideration" analyses. The Bases changes identified above are encompassed by the previous "No Significant Hazards Considerations" analyses because the changes they reflect are encompassed.

An application fee was provided with our 1984 submittal. Since this is not a new proposal but a resubmittal of TAC #55571, no additional fee is required.
