Millstone Nuclear Power Station, Unit No. 2 l Radioactive Effluent Monitoring In a letter dated November 2, 1987,(1) Northeast Nuclear Energy Company (NNECO) proposed to amend its Operating License DPR-65 by incorporating the attached changes into the Technical Specifications of Millstone Unit No. 2.

The proposed changes were submitted for the purpose of clarifying the length of time that radioactive liquid and gaseous monitors may be taken out of service i for the purpose of maintenance, required tests, checks, calibrations, or sampling. '

Clarification is also provided for when auxiliary sampling equiprr'ent must be used. The concerns addressed by these proposed changes were identified as a result of the review of the technical specifications for another of NNECO's nuclear units.

1 The purpose of this letter is to respond to a verbal request from the NRC Staff for additional information to expedite review of the proposed changes. For clarity, the requested information is presented in a question and response format.

Question:

Describe the sampling process referenced in the proposed change. Also, describe the reason for sampling and why effluent monitors must be out of service during sampling. 4

Response

The sampling process referenced in the proposed change to the technical specifications consists of removing iodine and particulate filters from the effluent lines and taking a sample of the filters to the laboratory for evaluation.

Removal and replacement of these filters requires that the effluent pumps be shut down. This sampling procedure is a requirement of Millstone Unit No. 2's Technical Specifications, Section 3/4.3.3.

Response

The time necessary for activities related to taking an iodine particulate sample from the radioactive effluent lines amounts to less than 1/2 hour per week.
