The Comlission has issued the enclosed Anendment No. to Facility Operating License No. DPR-65 for Mill', tone Nuclear Power Station, Unit No. 2, in response to your applications dated September 24, 1987 and November 2, 1987.

Also enclosed are Amendments No.100 , 14, 125 ,and 15 , to Facility Operating Licensing Nos. DPR-61,-DPR-21, and NPF-49 for Hoddam Neck and Millstone Units 1 and 3, respectively. These amendments are also in response to your application dated September 24, 1987.

The change modifies the Technical Specifications as follows: (1) TS 6.5.3.9.b (TS 6.5.2.9.b for Haddam Neck), "Records," is modified to identify the Nuclear

' Review Board (NRB) minutes as an acceptable means to forward certain reports to the Senior Vice President, Nuclear Engineering and Operations, (2) e maximum of 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> of continuous, planned inoperability for liquid and gaseous effluent monitoring instrumentation is pertnitted (Millstone Unit 2 only, (3) inoperability of liquid and gaseous effluent monitoring instruments for the purpose of obtaining samples, is permitted (Millstone Unit 2 only), (4) a period of 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> within which auxiliary sampling of radioactive gaseous effluent must t'e initiated if the established minimum number of effluent nonitoring channels become inoperable, is established (Millstone Unit 2. only).
