Pursuant to 10CFR50.90, Northeast Nuclear Energy Com pany (NNECO) submitted, in a letter dated May 21, 1987,(1) proposed changes to the Technical Specifications of Millstone Unit No. I concerning the minimum critical power ratio, linear heat generation rate, and maximum average planar linear heat generation rate operating limits to reflect Cycle 12 operation. Following a telephone conversation on June 29, 1987 with members of the NRC Staff, ,

NNECO submitted a reworded, pro osed revision to Technical Specification )

3.II.A.1, as requested by the Staff.( Subsequently, in a telephone conversation l with members of the NRC Staff on July 1,1987, NNECO was requested to I transmit a revised page 12 of General Electric's " Supplemental Reload Licensing j Submittal for Millstone Point Nuclear Power Station Unit 1, Reload i1," which )

was provided as Attachment 2 to Reference (1). This revised page is hereby l submitted as Attachment I to this letter. This page revision is intended to  ;

correct an administrative oversight in the disoriented fuel bundle analysis. The I change in the critical power ratio ( CPR) due to a fuel loading error I (miseriented bundle) was stated as 0.0 in Reference (1). The amended page l correctly states it to be 0.13.

The NRC Staff had additional questions regarding the stability analysis results in Attachment 2 of Reference (1). General Electric evaluated the Millstone Unit No. I Reload 11 design and performance and concluded that the stability of the Cycle 12 core is consistent with previously evaluated cores which have an acceptable stability margin and are consi tent with the bases outlined in the NRC's April 24, 1985 Safety Evaluation.( Therefore, no further analysis is required.

Additionally, NNECO's ' conclusions concerning 10CFR50.59 and 10CFR50.92 determinations as discussed in Reference (1) are not altered. The proposed changes do not constitute an unreviewed safety question or involve a significant hazards consideration.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this additional information supporting our amendment request in Reference (1).

Pursuant to the requirements of 10CFR170.12(c), the application fee of $150 was provided with Reference (1).
