Dear Mr. Noonan:

Millstone Nuclear Power Station, Unit No. 3 Supplement I to NUREG-0737 Control Room Design Review The Millstone Unit No. 3 Operating License (Reference (1)) contains a license condition that requires Northeast Nuclear Energy Company (NNECO) to correct certain human engineering discrepancies (HEDs) not resolved prior to exceeding

$% power in accordance 'with the schedule specified in Reference (2). NNECO indicated in Reference (2) that corrective measures would be completed by February 28,1986 for HED TA-090 and the HEDs relating to scales, in addition, we committed to correct HED TA-008 by April 30, 1986.

NNECO confirmed in Reference (3) that HED TA-090 and the HEDs relating to scales were corrected by February 28, 1986 as required by the stated license condition. The purpose of this letter is to confirm that HED TA-008 was corrected by April 30, 1986 as required by the stated license condition. More detailed information is provided in Attachment No.1. The above information satisfies License Condition 2.C(13) of the Millstone Unit No. 3 Operating License NPF49.

Information Regarding the Completion of HED TA-008 l

2 in Reference (2), the following items were identified as necessary to correct HED TA-003, which relates to the Engineered Safety Features (ESF) Status Panel:

1. Label all groups at the bottom of each section with 3/8" letters (i.e.,
Group 1, Grcup 2, etc.).

. Description of Completion:

, As indicated in Reference (2), this item had been completed at the time of submittal of Reference (2).

l 2. Actuate all blank tiles within each group so they respond with the l logic of each (e.g., SI logic of Group 2 lights all tiles including the blanks; SLI for Group 3, CDA for Group 4).

! Descriptien of Completion:

Only Groups 2, 3 ar.d 4 'were modified since these groups respond to logic associated with a design basis accident (DBA) function. Group I was not rnodified since no blank tiles exist with that group. In addition, Groups 5 and 6 were not modified because these groups are not associated with any DBA function logic. These groups are used when initiating cold / hot leg recirculation and manual operator action lights the individual components within these groups. Therefore, all applicable blank tiles will actuate within each group so they respond with the logic of each group, as required, per the subject license condition.

l 3. Change all orange windows to yellow. Modify the 3 swing pumps to 2 windows for Train A and Train B which incorporates the "C" swing pumps.

Description of Completion:

This item has been completed.

4. Add reactor plant component cooling valves (CCP*MOV222 through 229) to Group 2 of the panel.

Description of Completion:

This item has been completed.

- S. Add 3 annunciators above the ESF panel for SI, CIA and SLI.

Description of Completion:

This item has been completed.

6. Annunciator Windows 4-5, 6, 7, 8, and 9 are actuated by ESF panel lights within each respective group. Provide a blocking function to e g .- w- .- , , w-- rw w - - w - - - - - - - + - - - - - - - - --y- m --~ w

each when their respective DBA function activates the complete group (e.g., Window 4-6 should be blocked upon a full SI signal).

Description of Completion:

The only annunciator windows which receive a blocking function are 4-6 and 4-7. These windows receive a DBA function and all windows within these groups react accordingly.

Windows 4-5,4-8, and 4-9 were not modified based on the following:

Window 4-5 is associated with Group 1. This window is actuated when any window within the group goes off normal. This group should not change state before, during or after a DBA actuation.

The other groups (Windows 4-6 and 4-7) respond to a DBA function and go to their safe position.

Windows 4-8 and 4-9 are associated with Groups 5 and 6. These groups are used when the operator manually goes into cold / hot leg recirculation. Therefore, no DBA function is provided.

Therefore, a blocking function has been provided for the annunciator windows that require a DBA function and the components go to their safe position.
