! By letter dated January 24,.1997, as supplemented on February 13 and 27, 1997, 1

Boston Edison Company (BEco) applied for an amendment to the Pilgrim Nuclear Power Station Operating License No. DPR-35. The proposed change would have modified the facility Updated Final Safety Analysis Report (UFSAR) pertaining to Reactor Building Response Spectra. The application and su)plements requested a revision to the UFSAR to allow an alternative metiod of deriving  ;

seismic inputs for the analysis of piping systems specified in the January 24, l 1997, letter.

Following a teleconference call with the NRC staff on February 25, 1997, BEco l reevaluated the affected piping systems using seismic inputs based on existing NRC-approved UFSAR analysis criteria and methodology. Based on this reevaluation, BECo determined that the affected piping meets applicable acceptance criteria and that no physical modifications to the affected piping systems were necessary for requalifying the piping. Therefore, under 10 CFR 50.59, BEco has concluded that the affected piping systems met current UFSAR analysis criteria and the requested amendment is no longer required. In response to a staff question on this conclusion, BEco explained that it used the licensing basis in-structure response spectra and evaluated the affected piping for 1/2% damping for an operating basis earthquake loading condition and 1% damping for safe shutdown earthquake, whereas the affected piping were previously analyzed using 5% damping. BEco confirmed that there were no changes made'either in the structural model or in the design response spectra.

Consequently, by letter dated April 9, 1997 BEco withdrew the amendment request. In addition, BECo has informed the staff that they are continuing in 4 their efforts to generate a new reactor building response spectra. A goes 9705140383 970509 PDR ADOCK 05000293 P PDR
