Nuclear Regulatory Commission Attn.: Document Control Desk Washington, DC 20555 Docket No. 50-293 License No. DPR-35 Withdrawal of Reauest for License Amendment Boston Edison Company (BECo) hereby withdraws its application for license amendment dated January 24,1997, as supplemented February 13 and 27,1997. The application and supplements requested a revision to the Updated Final Safety Analysis Report (UFSAR) to allow an alternative method of deriving seismic inputs for the analysis of piping systems specified in the January 24, 1997 letter.

Following a February 25,1997, teleconference in which the NRC clarified acceptable use of the Standard Review Plan methodology, BECo decided to reevaluate the affectLd piping systems using seismic inputs based on existing NRC approved UFSAR analysis criteria and methodology.

Modifications, if required, to ensure the piping systems meet piping code requirements would be installed prior to startup from RFO 11.

The evaluation results demonstrate the affected piping meets applicable acceptance criteria.

Revised pipe stress combinations remain within applicable piping code allowable limits. Revised pipe restraint, equipment nozzle, and containment penetration loads were evaluated and found acceptable. Seismic accelerations for valves with extended flexible operators were evaluated and found acceptable. No physical modifications to the affected piping systems were necessary to requalify the piping in this manner. Therefore, the requested revision to the UFSAR is no longer needed.

l The April 1,1994 submittal requests approval of new response spectra and damping for use as an alternate to the existing Pilgrim Station design response spectra and damping for the reactor building. Based on NRC feedback in the February 25,1997, teleconference, we are evaluating other alternatives to the response spectra used in BECo letter 94-036.

BECo appreciates the NRC review efforts undertaken on this issue to date. Should you have any further clarifications or insights relative to our January 24,1997, Attachment C responses, please notify us accordingly.
