Dear Mr. Amy:

This confirms discussions and proposed corrective measures relating to your-physical protection program which resulted from a meeting between Messrs. R. J.

Gregg and R. J. Gigliotti of your staff and Messrs.R. F. Burnett, W. B. Brown, and 0. F. Smith of the NRC staff at our Silver Spring, Maryland office on September 6, 1985.

The primary topics of discussion centered around the protected area intrusion alarm system and the Sandy Desert Road Gate guard post. Based on the reasons described in the enclosure to this letter, Mr. Burnett advised Mr. Gregg that a new alarm system would be recuired, and that the Sandy Desert Road Gate must be manned around-the-clock, on a permanent basis. Mr. Burnett proposed that these identified requirements be effected through the issuance of appropriate license conditions.

b Mr. Burnett agreed with Mr. Gregg to allow a reasonable time period so that UNC top management could be briefed on the results of the meeting and subsequent over-the-phone agreement to the terms of the proposed license conditions could be reached. Mr. Gigliotti called Dr. Brown on September 20, 1985 and advised that UNC management had been appropriately briefed and that UNC agrees to accept and comply with the terms of the license conditions, as discussed.

Based on the above referenced discussions and agreements, we are hereby amending the Safeguards Amendment SG-1 to your License No. SNM-368 by adding License Conditions 9.4 and 9.5, effective immediately, as follows:

9.4 The licensee shall, within 120 days after receipt of this license

_ condition, complete the necessary research and selection of an i ' intrusion detection alarm system for the perimeter of the pro-tected area (PA), which meets the design and performance. criteria contained in NRC Regulatory Guide 5.44; and shall, within that same period, submit to the NRC Safeguards Material Licensing and International Activities Branch of the Division of Safeguards, NMSS, l a full description of the selected system, along with a proposed schedule for procurement, installation and implementation. The

Amy NRC acceptance of the selected alarm system and approval of the schedule will be reflected in a revision to this license condition. lJntil such time that the replacement alarm system is operational, the licensee shall provide all of the mea-sures set forth in Supplemental License Condition 9.4.A, as contained in the enclosure to this letter.

9.5 The licensee shall, within 60 days after receipt of this license condition, provide a full-time (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, seven days per week) member of the security organization at the Sandy Desert Road Gate. The primary functions and capabilities of the guard or watchman at that post shall be as set forth in Supplemental License Condition 9.5.A, as contained in the enclosure to this letter. .
