This letter transmits the Pilgrim Nuclear Power Station (PNPS) l' Final Assessment Report. The report summarizes the results of the

-self-assessments and evaluations which Boston Edison has conducted j throughout' implementation of the PNPS Restart Plan and Power

-Ascension-Program.

1 l The Final Assessment Report provides the bases for closure of l- the Power Ascension Program and demonstrates satisfaction of the conditions of CAL 86-10 and its Supplements. The conclusions of-the Report are based upon observations and results obtained during restart and during the Power Ascension Program; including testing at full power, conduct of the October-November 1989 surveillance /

. maintenance outage, and post-outage operations under the Power

' Ascension Program. On this basis, Boston Edison requests closure 3 of CAL 86-10 and its Supplements. '

One material problem identified during the Power Ascension Program remains unresolved: tripping of the 'A' recirculation pump motor-generator while in Manual-Remote mode at high flow conditions.- Resolution of this problem will be reported separately.
