In response to your letter of July 1,1981 (

Subject:

Prompt Notifications and Instructions to the Public in the Event of an Emergency) please be advised that Boston Edison has requested an extension of required installation date until December 31, 1981. A copy of this request dated June 5,1981 is attached (AttachmentOne). As stated in the aforementioned request for extension " Boston Edison has been and is continuing to make a good faith effort to provide...

alert and notification capabilities to the State and local political jurisdic-tions involved in this very complex issue".

The initial design of this prompt alerting and notification system has been reviewed by the Federal Emergency Management Agency, Region One, and a copy of the favorable preliminary determination and findings is attached (Attachment Two).

The detailed technical specifications for the equipment required for this system have undergone extensive review with State and local officials and will soon be in the hands of available vendors formally requesting their proposals.

It should be noted that many compensatory factors exist in lieu of the completely installed and operational system, and these factors should be considered in the granting of an extension for this requirement, o Emergency Action Levels have been revised extensively over the past year at the request of NRC emergency preparedness personnel and final revisions are currently under NR0 review.

e Notification of Local Authorities is currently being revised to allow for simultaneous notification of all local governments within the plume exposure pathway by direct radio link to the control *oom and E0F.

e Prompt Offsite Protective Actions can now be taken more effectively since the procedural means now exist to recommend protective actions directly to local authorities in the absence of State officials. The direct communications link mentioned above will further facilitate

  • Emergency Broadcast System capabilities exist and are in place to provide radio and television emergency public information. This system is part of the Massachusetts Comprehensive Emergency Response Plan.

e Existing Alerting and Notification capabilities exist and are documented in State and local emergency plans. These systems have limited siren capability and are predominantly mobile voice audible systems. These systems, although limited in comparison to current requirements, when coupled with the above mentioned Emergency Broadcast System can and do provide prompt alerting and notification to the general public.

Boston Edison has expended a great deal of time, effort and dollars in assuring that all of the work that has gone into the designing of this system has been coordinated with all local, State and Federal authorities, Boston Edison submits that such coordination' is essential to the ultimate success of this system.

While vendor selection will soon be completed, the securing of rights of way, the meeting with public officials and the public hearing procedures continue.

However, Boston Edison and our consultant, Stone and Webster Corporation , are confident that December 31, 1981 should see the completion of these efforts.

A copy of the report des'cribing the initial design of this system is enclosed.

This is the report entitled Prompt Alerting and Notification System - Pilgrim

( 10 CFR 50 Appendix E and NUREG 0654, Revision 1. Appendix 3 require that by July 1,1981 that the nuclear power licensee shall demonstrate that admin-istrative and physical means have been established for alert and prompt notification of the general public within the plume exposure Emergency Planning Zone. Boston Edison requests an extension of that date for Pilgrim Wclear Power Station until December 31, 1981.

Boston Edison has been and is continuing to make i good faith effort to provide the above mentioned alerting and notification apaDilities to the state and local political jurisdictions involved in this very complex issue. Prior to the distribution of NUREG 0654, Revision I we had been working with local and state officials along with the Stone and Webster Engineering Corporation in the design of a system that would be cost effective, meet the federal guidelines, and be accepted as part of the comprehensive emergency preparedness programs of the state and local 97vernments .

Dear Mr. Cunningham:

We have reviewed the proposed, " Prompt Alerting and Notification System-Pilgrim Nuclear Power Station," dated March 1981, which was prepared by Stone & Webster Engineering Corp. (SWEC) and forwarded to us in your letter of June 17, 1981. Our preliminary determinations and findings are submitted in accordance with procedures outlined in Guidance Memorandum

  1. 18, " FEMA Actions to Qualify Alerting and Notification Systems Against NUREG 0654 - FEMA Rep-1."

We feel the notification system meets the spirit and intent of the requirements detailed in Appendix 3 of NUREG 0654, and therefore warrants our preliminary approval. This approval is predicated on implementation of all components of the notification system as proposed by SWEC. We also agree with the SWEC conclusion that activation of the entire system should be the prerogative of the Massachusetts Civil Defense Agency, acting for the Governor.

For final approval, we will need to see and evaluate the detailed plans for the implementation of mobile alerting as well as procedures for activation of the system. Our final approval will be based upon analysis of the effectiveness of the system and will include a statistical sampling of the population within the 10-mile EPZ to determine the notification level achieved.

The system proposed by SWEC is well designed and particularly sensitive to the needs of the handicapped. We share your desire to provide the most ef fect ive alerting system for the citizens in the vicinity of PNPS and are most interested in the special means you prooose to alert and inform the visual and hearing impaired population. We commend such efforts, and as the system is implemented may want to publicize the results within the emergency management community.

We also noted that the alert system plans address the transient, seasonal population as an important segment of the EPZ population. We are encnuraged to see tha'. PNPS will provide adequate siren alert, public address, and mobile alert to the beaches and State forest recreational areas which are a predomiant part of the economy and lifestyle of communities in the EPZ.

PREPARING FOR EMERGENCIES

- Since you may have to leave your home on short notice for any one of a number of emergencies includir:g flooding, chemical spills, and those at nuclear power generating stations, you can do some things now to make things easier later. Here are four sensible ways to prepare yourself for any emergency:
