SUMMARY

OF THE MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND THE NUCLEAR ENERGY INSTITUTE TO DISCUSS CURRENT LICENSE RENEWAL TOPICS The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Nuclear Energy Institute (NEI) met on December 8, 2011, to discuss current license renewal topics. Enclosed is a list of the meeting participants. The NRC staff's agenda and slide presentation are available in the NRC's Agencywide Documents Access and Management System (ADAMS) under Accession Nos. ML11343A018 and ML11343A017, respectively. The NEI's meeting handout is under Accession No. ML11335A226.

A summary of the meeting's discussions follows.

1. Division of License Renewal staffing and plant schedules The NRC staff communicated the potential impacts on the license renewal review schedules as a result of distribution of resources to support the Fukushima work and the Generic Environmental Impact Statement rulemaking effort.

2. Status of draft LR-ISG-2011-05 concerning operating experience The NRC staff discussed the schedule for issuing license renewal interim staff guidance (LR-ISG), LR-ISG-2011-05. The NRC staff stated that it had revised the draft LR-ISG and re-issued it for public comment to request input on the revisions. In addition, the NRC staff provided an overview of the revisions and provided their context. In response to a concern from the NEI representatives that implementation of the LR-ISG would result in the creation of a new operating experience program, the NRC staff clarified that the intent of LR-ISG-2011-05 is to describe specific activities for reviewing operating experience related to aging, which could be accomplished within the existing processes and framework for processing operating experience.

3. NEI license renewal implementation working group NEI presented a general overview of the goals of the license renewal implementation working group. The NEI working group provides recommendations to industry technical support groups, evaluates all issues related to license renewal, serves as a forum for exchanging ideas, establishes best practices, and adds consistency to license renewal practices.

4. Alkali Silica Reaction at Seabrook Nuclear Generating Station The staff presented a brief overview of alkali silica reaction (ASR), how the reaction degrades concrete, and why it occurs. The staff then presented a timeline of the events at Seabrook Nuclear Generating Station (Seabrook), including how the degradation was identified at Seabrook, what actions have been taken since ASR was discovered and likely reasons why it is occurring. The staff then explained that the licensee is continuing to develop an aging management program (AMP) to address the degradation and will summarize the program in response to requests for additional information due March 2012. The staff is continuing to ensure functionality in accordance with

10 CFR 50 and will evaluate how the effects of aging will be properly managed during the period of extended operation.

5. Aging management program effectiveness audits for subsequent license renewal

The staff presented a summary of audits it had recently conducted at two plants that are in the period of extended operation. The staff visited R. E. Ginna Nuclear Power Plant and Nine Mile Point Nuclear Station to verify the effectiveness of AMPs' implementation. The observations from these audits will be used as a source of information for subsequent license renewal reviews. The audits provided the staff information on how AMPs have been implemented through changes to procedures and follow-up to condition reports, check lists and corrective actions. For subsequent renewal from 60 to 80 years, the industry will need to (1) consider how to maintain knowledge management, and (2) demonstrate that AMPs are continually evolving rather than remaining static, as new knowledge and operating experience are gained. 6. Status summary on interim staff guidance and regulatory issues summaries For the status of current draft documents refer to slides 20 and 21 of the public meeting handouts available in ADAMS.

7. Draft agenda for the 2012 Regulatory Information Conference (RIC)

RIC dates are March 13-15, 2012. For additional information please refer to slide 22 of the public meeting handouts available in ADAMS.

8. New Topics NEI announced the Electric Power Research Institute (EPRI) public meeting with NRC on January 5, 2012, to discuss the following topics: 1) EPRI's proposed methodology to address Regulatory Issue Summary 2008-30, Fatigue Analysis of Nuclear Power Plant Components 2) EPRI has documented an approach for identifying environmentally assisted fatigue limiting locations that meet the guidance of NUREG-1801 3) Improved basis and requirements for break location postulation 4) Briefing on the changes made to Material Reliability Program-146, "Thermal Fatigue in Normally Stagnant Non-Isolable Reactor Coolant System Branch Lines" 9. Public Participation Steven Dolley was on the phone.
