SUMMARY

OF AUGUST 6, 2020, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING PLANNED SUBMITTAL OF A LICENSE AMENDMENT REQUEST AND ALTERNATIVE REQUEST FOR NINE MILE POINT NUCLEAR STATION, UNIT 1, ON EXCESS CHECK VALVE TESTING (EPID L-2020-LRM-0068)

On August 6, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss Exelons planned submittal of a license amendment request to adopt Technical Specifications Task Force Traveler, TSTF-334, Revision 2, Relaxed Surveillance Frequency for Excess Flow Check Valve Testing (Agencywide Documents Access and Management System (ADAMS) Accession No. ML003751245), and an alternative request to revise surveillance requirements for excess flow check valve testing for Nine Mile Point Nuclear Station, Unit 1 (Nine Mile Point 1). The meeting notice and agenda, dated July 23, 2020, are available at ADAMS Accession No. ML20205N257. The licensees presentation is available at ADAMS Accession No. ML20217L140. A list of attendees is enclosed.

During the teleconference, the licensee informed the NRC staff that it plans to submit a license amendment request and relief request to change the testing of instrument-line flow check valves (i.e., excess flow check valves) from 100 percent each refueling outage to a representative sample (approximately 20 percent) each refueling outage with each valve tested once every 10 years. Exelon described the instrument-line flow check valve design and the two types of valves used in the design. The licensee provided a broad overview of the plant-specific analysis demonstrating the criteria of TSTF-334, Revision 2, which references approved topical report NEDO-32977-A, Excess Flow Check Valve Testing Relaxation (ADAMS Accession No. ML003729011) that would be satisfied. Exelon stated that it would make the planned submittal in late August or early September 2020 and request that the NRC complete the review within 6 months to support the spring outage at Nine Mile Point 1.

The NRC staff asked the licensee to discuss the current method of testing, test procedure, and the failure rate data for the valves. The NRC staff suggested that the licensee provide the following in its requests:

Discuss the applicability of NEDO-32977-A to Nine Mile Point 1.

Provide failure rate data and discuss whether the failure rate data falls within the data presented in NEDO-32977-A.

If Regulatory Guide 1.11, Instrument Lines Penetrating Primary Reactor Containment (ADAMS Accession No. ML003739934), and Institute of Electrical and Electronics Engineers Standard 279-1971, Criteria for Protection Systems for Nuclear Power Generating Stations, are within the licensing basis of Nine Mile Point 1, discuss how the testing of the valves will continue to meet the criteria in those documents.

Additionally, the NRC staff suggested that the licensee consider the NRC staffs safety evaluation (ADAMS Accession No. ML19025A288) supporting the NRCs approval of a similar amendment request approved for LaSalle County Station, Units 1 and 2.
