SUMMARY

OF AUGUST 7, 2018, TELEPHONE CONFERENCE WITH EXELON GENERATION COMPANY, LLC, REGARDING A REQUEST TO REVISE NINE MILE POINT NUCLEAR STATION, UNIT 1 TECHNICAL SPECIFICATIONS WITH NEW REQUIREMENTS ON REACTOR PRESSURE VESSEL WATER INVENTORY CONTROL (EPID L-2017-LLA-0426)

On August 7, 2018, a Category 1 public telephone conference was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the teleconference was for NRC and Exelon to discuss the license amendment request to change the Nine Mile Point Nuclear Station, Unit 1 (Nine Mile Point 1) Technical Specifications (TSs) by replacing existing requirements related to "operations with a potential for draining the reactor vessel" with new requirements on reactor pressure vessel water inventory control with a focus on the proposed TSs mark-up. The proposed changes described in the license amendment request are based on Technical Specifications Task Force Improved Standard Technical Specifications Change Traveler {TSTF)

TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control" (Agencywide Documents and Access Management System (ADAMS) Accession No. ML16074A448). In addition, the draft requests for additional information (RAls) on the license amendment request were discussed during the telephone conference. The meeting notice and agenda, dated July 23, 2018, are available in ADAMS at Accession No. ML18204A340. The NRC staff's draft RAls are available in ADAMS at Accession No. ML18205A392.

The NRC staff and the representatives from Exelon discussed each of the draft RAls. Most of the discussion focused on proposed marked-up TS pages concerning core spray that are included in the license amendment request (ADAMS Accession No. ML17349A027), especially the manual function. The licensee informed the NRC staff that Nine Mile Point 1 does not have manual initiation for the core spray systems, but the systems could be started by three manipulations from the control room. The NRC staff and Exelon representatives discussed the differences between the terms "manual" and "manual initiation" in technical specifications and how the use of manual is a variation from the use of manual initiation in TSTF-542. The NRC staff suggested that a crosswalk to identify and describe variations from TSTF-542 would be a clear and effective communication tool.

As a result of discussions with the licensee, the NRC staff informed the licensee that the following revisions would be made to the draft RAls:

  • Draft RAI .1d or 1e will be deleted or RAls 1d and 1e will be combined into a single question, because the two draft RAls overlap.
  • A new RAI may be written concerning Note (d) of Proposed TS Marked-Up Table 3.6.2m.
  • A new RAI may be written concerning number of pumps associated with a parameter listed in Proposed TS Mark-Up Table 3.6.2m.

Aside from deciding to revise the draft RAls as described above, no regulatory decisions were made during the public teleconference. Members of the public did not attend the meeting. No public feedback meeting forms were received.
