SUMMARY

OF SEPTEMBER 13, 2018, TELEPHONE CONFERENCE WITH EXELON GENERATION COMPANY, LLC, REGARDING REQUEST TO REVISE NINE MILE POINT NUCLEAR STATION, UNIT 1, TECHNICAL SPECIFICATIONS WITH NEW REQUIREMENTS ON REACTOR PRESSURE VESSEL WATER INVENTORY CONTROL (EPID L-2017-LLA-0426)

On September 13, 2018, a Category 1 public telephone conference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon). The purpose of the teleconference was to discuss the requests for additional information (RAls) on the Nine Mile Point Nuclear Station, Unit 1, license amendment request to change the technical specifications by replacing existing requirements related to "operations with a potential for draining the reactor vessel" with new requirements on reactor

  • pressure vessel water inventory control. The meeting notice and agenda, dated August 31, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18243A040. A list of attendees is enclosed.

RAls were issued to Exelon by e-mail dated August 15, 2018 (ADAMS Accession No. ML18228A693). The e-mail stated that Exelon's response to the RAls should be provided within 45 days from the date of the e-mail. The NRC staff and representatives from Exelon discussed each of the RAls to ensure a shared understanding of the information being requested by the NRC staff prior to Exelon providing its response to the RAls. The proposed changes described in the license amendment request are based on Technical Specifications Task Force (TSTF) Improved Standard Technical Specifications Change Traveler TSTF 542, Revision 2, "Reactor Pressure Vessel Water Inventory Control" (ADAMS Accession No. ML16074A448). The NRC staff emphasized the importance of identifying and justifying variations from TSTF-542, Revision 2.

No regulatory decisions were made during the public teleconference. Members of the public did not attend the meeting. No public feedback meeting forms were received.
