COMBUSTION OF RADI0 ACTIVELY CONTAMINATED WASTE OIL Re: Brunswick Steam Electric Plcnt, Units 1 and 2 By [[letter::BSEP-83-3720, Ro:On 831020,while Performing Visual Insp of Fire Barrier Penetration Seals on Diesel Generator Bldg,Discovered Several Fire Barrier Penetrations Did Not Meet Test Acceptance Criteria.Caused by Cracked Insulating Cement|letter dated November 21, 1983]], as supplemented April 20, 1984, Carolina Power & Light Company (CP&L) requested NRC's approval pursuant to 10 CFR 20.302(a) to dispose of waste lubricating oils which contain trace amounts of licensed radioactive material by onsite combustion at the Brunswick Steam Electric Plant.

CP&L proposed to dispose of 12,000 gallons of oil containing about 21 pCi of Co-60 the first year, and 2,000 gallons of oil containing no more than 50 pCi of radioactively (mainly Co-60) each succeeding year for the life of the plant. Over the life of the plant, the proposed method of disposal will save at least $1.7 million and preserve 25,000 cubic feet burial space at low level waste disposal sites.

Based on the results of our review, we approve CP&L's request to dispose of the 12,000 gallons of contaminated oil in the incinerator as proposed by the application. Details of our review may be found in our environmental assessment of the one-time burning of 12,000 gallons of oil containing about 21 pCi of Co-60 (50 FR 20014).

CP&L has also requested approval to burn 2,000 gallons of contaminated oil annually. The Technical Specifications will need to be amended to permit continued burning following the initial 12,000 gallons. CP&L should submit a separate request for an amendment to the licenses to change the Technical Specifications for this purpose.
