DOCKET NOS. 50-266 AND 50-301 FIRE PROTECTION REQUIREMENTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your July 3, 1985 letter granted an exemption from certain fire protection requirements of 10 CFR 50 Appendix R for the Point Beach Nuclear Plant. The effective date of the exemption is July 3, 1985. The completion of modifications which support this exemption is required by April 3, 1986 for modifications which do not require a unit shutdown in accordance with 10 CFR 50.48 paragraph (c) (2) , or by the end of the 1986 unit refueling outages for modifications which do require a unit shutdown in accordance with paragraph (c) (3) . This letter is to advise you of the current status of fire protection modifications at the Point Beach Nuclear Plant which are related to this exemption request.

The implementation of modifications referenced in the granted exemption is on schedule and expected to meet the required completion dates with the exception of certain items. By letter dated April 28, 1983, we proposed to enclose charging pump cables, which are routed through the auxiliary feedwater pump room, in a one-hour fire-rated barrier. However, the conduits which will contain these cables will not be available for barrier installation by April 3. The necessary fire barrier materials are on site and installation personnel have been trained. We expect that this modification will be completed by the end of May.

Denton March 26, 1986 Page 2 Our October 26, 1983 " Response to 10 CFR 50 Appendix R Alternate Shutdown Capability" report, Section 6.4, contains a description of fire protection measures for the eight-foot elevation of the auxiliary building. The specified fire protection measures require modifications in addition to those referenced in the granted exemption. Such modifications include the installation of additional fire dampers and the sealing of penetrations which are affected by damper installation. Installation and testing of fire dampers and the installation of seals in the affected penetrations may not be completed by April 3. We estimate that this activity will be completed by mid-April.

Our October report includes the proposal to provide an alternate source of DC control power to the diesel generators. We will be unable to complete this modification by April 3 but we expect that this installation will be completed by the end of April.

Operating procedures have been prepared for the shutdown scenario contained in our October report. While introductory operator training will be accomplished by April 3, detailed walkthrough of the procedure will not be completed until mid-May.

It has been our practice to install electrical conduit interior seals as part of our fire barrier upgrade activity. Because of the' questionable need for this effort and the potential for affecting plant equipment during seal installation, we have suspended this effort pending the completion of additional fire tests. We expect these tests to be completed by the end of August. Should conduit interior seals be determined to be necessary we expect that the work can be completed by December 31, 1986.

Modifications which are necessary to satisfy the granted exemption are only part of our ongoing effort to upgrade fire protection measures. Much of the present fire damper and penetration seal activity is related to our auxiliary building general area exenption i request presently being reviewed by the staff. Considering the total scope of modification activity, we believe that the short period of additional time required to complete the few modifications noted above will not significantly affect the fire protection safety of Point Beach Nuclear Plant.
