In reference to your letter of October 19, 1973 relative to the Compliance Inspection of September 24-28, Yankee Atomic E1cetric Ccapany hercuith submits the following reply.

As noted in your letter, Items No. 1, 2,'3 and 4 have been ccrrected and ill not be addressed in this 1 response. l i

Item No. 5. Technical Specifica,tions paragraph  ;

D.1 states, in part, "...All plant operations l uhdch have a significant, direct or potential  ;

effect on the reactor and its auxilliary cystem l shall be conducted in accordance with written  !

procedures..." j i

Contrary to the above, Yankee Procedure OP-405,  !

- Inspection of New Control or Shim Rods, was not  !

followed for the acceptance and receipt inspection (

of control rods for the core, and in addition, on i or about October 19, 1972 to October 26, 1972 .

Item No. 6. Yankee Atomic Electric Company Operational Quality Assurance Manual, AP-001 Rev. 1, Plant Procedures, requires surveillance test procedures to incorporate
