Dear Bob:

Commonwealth Edison has identified certain cor-rections which need to be made to the CSR data base described in its rebuttal testimony. These corrections are shown in the attached mark-ups of Attachment 2C (Kaushal-4), pages from Mr. Kostal's and Mr. Thorsell's testimony, and Attachments 2C (DelGeorge-1 through -6). I also enclose revised versions of these pages, and a revised floppy disc incorporating these changes. There may be minor changes to some of the numbers in Mr. DelGeorge's and Dr. Frankel's testimony, based on these cor-rections. I will provide those changes to you as soon as I can.

2 These changes are minor and do not affect the sub-stance of Edison's rebuttal testimony. They arise from two -

September 16, 1986 Page 2 filed on August 7, 1986 (page 14), there was a net difference of 3 discrepancy points between the total number of discrepancy points derived by Sargent & Lundy in connection with reporting the CSR results in 1985 and the total number of discrepancy points derived by S&L in 1986 in connection with preparing the rebuttal testimony. As Mr. Kostal testifies, the process of counting discrepancy points is to some extent judgmental, and since there were more than 3500 discrepancy points, the net dif- "

ference of 3 discrepancy points did not appear to be material.

Nevertheless, in recent weeks I ask'ed Mr. Kostal and Mr.

Thorsell to count all the discrepancy points a third time and to put all the discropancy points in the testimony on a consistent basis. The result is that there is still a net difference of three discrepancy points between the CSR results reported to the NRC in November 1985 and the results reported in the rebuttal testimony, as revised. In addition, as Attachment 2C (Kaushal-3) revised shows, the number of insignificant discrepancies has increased and the number of notable discrepancies has decreased. Mr. Kostal and Mr.

Thorsell will be glad to explain in detail to you the reasons for these changes. If you wish to interview them, let me know.

The additional corrections to the CSR data base are due to errors initially made in interpreting the L. K. Comstock inspection records for purposes of compiling the data base.

As filed on August 7, 1986, Attachment 2C (Kaushal-4) at page AR000276 indicates that this item was inspected for welding on different dates by Mr. Blake and by Mr. Perryman. The welding discrepancies identified in the CSR were assigned to both Comstock inspectors.

Hot aver, closer review showed that Mr. Perryman's inspection of the item was a limited one, and it did not include the welds inspected in the CSR. Therefore Mr. Perryman's inspection has been eliminated from the revised CSR data base, Attachment 2C (Kaushal-4) revised.

At Dr. Kaushal's direction, Mr. Wozniak performed a review to ensure that for all items involving inspections by more than one Comstock inspector for the same attribute, an allocation of inspection points and discrepancy points has been made where appropriate. In addition, Mr. Wozniak looked at L. K. Comstock inspection records for a 10% random sample of the remaining items in the data base. My understanding is that he found only infrequent and minor errors. The one other arguably systematic problem he found was that for certain cables which had been re-terminated, termination inspections occurring prior to the date of re-termination ,

were erroneously included in the data base. A 100% review '

of the CSR data base for this problem was then conducted. ,

All identified errors have been corrected in the revised ,

Q.24. In assessing tne quality of L. K. Comstoex's work, wnat significance, if any, do you attaen to the rate of subjective and objective discrepancies identified in tne CSR Program?

A.24. In my judgement tne results of the electrical portions of tne CSR Program indicated that the rate of discrepancies is extremely low. Over 98% (98.7%) of all inspection points were found to be correct. Less tnan 2% were found discrepant. hnen evaluating these discrepancies the vast majority of tnem (71%) were determined to be insignificant; meaning, they had no effect or minimal effect on the capacity of tne component to perform its function. If I were to examine the data on a welo or incividual item basis, the conclusions would still be the same, that is the vast majority ot discrepancies associated with -

individual items or welds are insignificant. Ninety-nine point six percent (99.64) ot all electrical inspection points were found to be either correct or Kostal revised

The remaining notable discrepancies were evaluated and none were found to be design significant. Since an extremely low percentage of inspection points were found to be notably discrepant (approximately .4%) tne results suggest to me that tne inspectors were finding tne important discrepancies wnicn coulo effect the capacity of tne component and tnat tnese discrepancies were corrected during the construction process.

As discusseo previously, cable pan nanger ob]ective attribute discrepancy evaluations were not. included as part of tne CSR.

Tne 228 notable electrical equipment discrepancies consisted primarily of minor variations in junction box mounting details, junction box barrier installa-tion details and concrete expansion anchor installa-tion. The notable discrepancies also included missing junction box support stiffeners and under-torqueo bus connections in the medium voltage switchgear. The variations in Junction box cetails and concrete expansion anchors were accommodated by tne inherent cesign margins associateo witn each. Sufficient design margin also existed to accommodate the missing stiffeners ano undertorqued bus connections.

It should be noted that the classification of many discrepancies as notable was the result of conserva-tive calculation of capacity reductions. While this approacn simplified some calculations and further insured that design significant conditions would not go undetected, it resulted in an inflated number of .

notable discrepancies.

attributes showed that there were no design signifi-cant subjective attribute discrepancies in any elec-trical construction category. In fact,.over 98%

(q g,97c '00.7%) of the total number of CSR subjective attribute inspection points showed no discrepancies at all. Approximately two-thirds of the discrepancies evaluated were determined to be insignificant. The remaining one-third resulted in notable discrepancies.

Although weld joint capacities were reduced in these cases, the discrepancies did not impair the capability of the items, which remained within code allowables.

A.20. " Design significance" relates to the ability of the structural components to perform their intended func-tion, which is to carry all design loads within code established allowable stress. Code established allow-able stress is incorporated into the design criteria ,

for all equipment supplied to Braidwood and in parti-cular structural steel beams. These code established

Conduit Hangers 69 For the conduit hanger population 28,300 reinspection points were reviewed; out of this population -Y nota-ble discrepancies were identified. This represents less than 0.3% of the entire population. These nota-ble discrepancies were related to weld size and weld length. In all cases the actual stresses were within code allowables. The minimum design margin remaining after this evaluation was more than 30 percent above code allowables. Cable Pans For the cable pan population 9400 reinspection points were reviewed; out of this population 22 notable dis-crepancies were identified. This represents approxi-mately 0.2% of the entire population. The notable .

Q.23. What conclusion about the quality of the reinspected L. K. Comstook work can you draw from the evaluation of subjective attribute discrepancies identified in the CSR?

A.23. It is my professional judgment that the quality of the L. K. Comstock work on the Braidwood Station is ade-quate. My judgment is based on two significant elements. First none of the discrepancies identified with respect to L. K. Comstock work had design signi-ficance. Second, the existence of conservative load-ings and assumptions used in the design of Braidwood s

k Tk Station and the margins inherent in that design provides the capacity to accommodate the type of discrepancies' identified in the CSR Program. These types of discrepancies are'those that I would have expected to find.

Q.24. In assessing the quality of L. K. Comstock's work, what significance, if any, do you attach to the rate of subjective and objective discrepancies identified in the CSR Program?

A.24. In my judgement the results of the electrical portions of the CSR Program indicated that the rate of discrepancies is extremely low. Over 98% (98.7%) of all inspection points were found to be correct. Less (7-l #/o) than 2% were found discrepant. When evaluating th'ese discrepanciesthevastmajorityofthemfe9(hwere determined to be insignificant; meaning, they had no effect or minimal effect on the capacity of the component to perform its function. If I were to examine the data on a weld or individual item basis, the conclusions would still be the same, that is the vast majority of discrepancies associated with individual items or welds are insignificant. In determining the quality of the electrical work these percentages were less important than other considerations. They may be useful, however, in evaluating the quality of the individual inspector's performance. The important consideration, from my perspective, in determining the adequacy of construc-tion, relates to the impact of discrepancies on reducing the capacity of the component. As previously stated the types of discrepancies found which could effect the capacity of the component were small. The design margin remaining after accounting for notable discrepancies were always sufficient to assure electrical components would perform their intended -

A.14. Evaluations were performed by comparing the discrepancies with design parameters, tolerances, and design margins using either documented engineering judgment or calculations. The evaluations were based on design information current at the time the evalua-tion was made. The majority of the discrepancies required only simple evaluations which established that each discrepancy had a negligible effect en the item's capacity and did not impair its ability to perform its safety-related design function. Other discrepancies required more detailed evaluations to determine whether the item would be able to perform its safety-related design function. For CSR purposes, reinspection discrepancies were categorized as design significant, notable or insignificant.
