RESPONSIBILITES: Mr. Vannier is loaned to clients by Sargent and Lundy to serve on their staffs as a Senior Level III and Senior Welding Inspector. Mr. Vannier serves as arbitrator in third party decisions.

Mr. Vannier is responsible for the review and verification of client and contractor quality control, welding inspection and NDE procedures. He witnesses and overviews tests and inspec-tions and evaluates the adequacy and completeness of the tests performed.

Mr. Vannier reviews documentation in order to insure compliance with applicable codes, standards and specifications.  !

EXPERIENCE: Mr. Vannier has 37 years experience in the inspection, quality control, and quality assurance fields. During much of this time he was in charge of moderate to large sized inspection groups and has trained, certified and supervised dozens of inspectors.

From May, 1983 until the present, Mr.

Vannier has served as a loaned servant Level III third party welding inspector arbitrator for Commonwealth Edison at two nuclear power plants.

From April, 1981 until May, 1983, Mr.

Vannier served as acting corporate Level III and certified welding inspector for Cincinnati Gas and Electric Company at their nuclear power plant. During this time, Mr. Vannier developed Level II and Level III training and certification programs and procedures. He trained and certified approximately 60 inspectors.

He also developed numerous quality control and quality assurance procedures.

From June, 1978 until April, 1981, Mr.

Vannier worked at Sargent and Lundy as a quality control engineer developing a training program, doing vendor surveillance, as well as writing, reviewing and veri.fying quality control and nondestructive examination procedures.

From June, 1977 until June, 1978, Mr.

Vannier worked at Blaw Knox Foundry and Mill Machinery Company in East Chicago, Indiana as chief radiographer and super-visor of NDE training and certifications.

From June, 1973 until June, 1977, Mr.

'1 From 1959 until 1973, Mr. Vannier owned his own testing and inspection company, Great Lakes X-ray Service and served as manager, Level III and supervisor working for clients such as Commonwealth Edison Company, Peoples Gas Light and Coke Company, Natural Gas Pipeline Company of America, Northern Indiana Public Service Company, Illinois Power Company and others.

From 1948 until 1959, Mr. Vannier worked for Industrial X-ray Engineers and its subsidiary "INOX Corporation," a testing and inspection company, serving as supervisor and eventually manager.

Metallurgical Engineering - 1976 Certification Certified Welding Inspector, American Welding Society Responsibilities Mr. Kurtz has overall responsibility for the supervision of all project section personnel. He establishes and monitors compliance to the quality assurance / quality control (QA/QC) requirements of the assigned projects. He also provides technical consultation and administrative direction to project section personnel. On assigned projects he assists in developing the scope of work and man-hour estimates for quality control, supervises the assigned Divisional personnel and monitors the quality of their work, and is responsible for the on-the-job training of Quality Control personnel.

Mr. Kurtz conducts training sessions and seminars on various Quality Control topics.

E xperience Mr. Kurtz has experience in all aspects of quality control in 8 power plant work at increasing levels of responsibility. He has progressed within the Quality Control Division from QC engineer to QC coordinator to senior QC coordinator and is now the supervisor of the Project Section. His work has entailed review of radiographs and nondestructive examination procedures, vendor surveillance, review of specifications, evaluation of vendor bids, review and dissemination of supplier procedures, Quality Control audits and surveys, training sessions, and coordination of these activities by personnel assigned to him. He is qualified to ASNT-TC-1A Level III in radiographic testing, liquid penetrate testing, magnetic particle testing, and ultrasonic testing; is certified as a Certified Welder inspector by American Welding Society; and is a member of Sargent & Lundy's Structural Welding Committee.

Before joining Sargent & Lundy in 1976, Mr. Kurtz worked as a procurement inspector at another major power plant engineer-constructor. He performed vendor surveillance inspections, preaward commodity surveys, and postaward nuclear audit work. He was qualified to ASNT-TC-1 A Level !!

1964 Registration Professional Engineer - Illinois Appointed Associate - 1973 Responsibilities Mr. Branch is the mechanical design director with re:ponsibility for the Engineering Mechanics Division and the Mechanical Design and Draf ting Division. He is responsible for the integration and coordination of the divisions' output with that of other divisions and departments. He assigns areas of responsibility to each division and ensures that the divisions perforrn all assigned work within budget, within schedule, and with an acceptable level of quality. He performs other functions and tasks as required by the assistant department manager or the department manager.

Experience Mr. Branch has extensive experience in the stress analysis of piping systems and mechanical equipment for power plants.

Before assuming his position as mechanical design director, he was the head of Sargent & Lundy's Engineering Mechanics Division. In this capacity, Mr. Branch directed a group of systems analysts, component analysts, and computer specialists. The division's scope of work involved stress analysis of the pip equipment for maj,ing systems and associated mechanicalor ste nuclear- and fossil-fueled. The division has been responsible for evaluating the seismic qualifications of the safety-related mechanical and electrical equipment used in nuclear plants and provided the piping and equipment criteria used in Safety Analysis Reports. The division also has done design and analysis for penetration assemblies and performed hydraulic and thermal transient analyses for piping and mechanical equipment.

Before joining Sargent & Lundy in 1969, Mr. Branch did stress analysis of piping systems for naval nuclear power plants. He determined the specification requirements for the purchase of piping, fittings, and valves, and qualified certain pieces of equipment for shock analysis and testing.
