Enclosed is a complete copy of NCR 451.

Also enclosed is a memo from George Orlov, ex-plaining the reasons for the changes in the CSR data base, Attachment 2C (Kaushal-4), Rev. 2, which you asked Dr.

Kaushal about in the hearings.' We will make George avail-able, along with the relevant documents, at your request any evening this week, upon reasonable notice. If you plan to ask him about any other entries in the data base (either in the informal interview or in the hearings) please let me know as soon as you can which specific entries, and we'll make sure that we have the necessary documentation available so that he can explain to you how those entries were compiled.

I will stipulate if you wish, that not even Mr. Orlov carries around in his head the details pertaining to each one of the more than 1200 entries in this data base.

I Finally, last week you asked Dr. Kaushal and other panel members how many items in each construction category were declared invalid or out of scope, and for what reasons.

The witnesses couldn't recall, and on Friday you asked me whether a stipulation was possible. Enclosed is a handwritten, 8610100277 e61006 PDR 0

The first table is entitled " Invalids". The >

columns show the number of observations invalidated in each construction category. The rows indicate the five reasons for invalidation, i.e., in accordance with design, in accordance with design at the time of the original LKC QC inspection, duplicate observation, previously identified discrepancy, and incomplete construction with documentation. Thus, for example, in the cable sample there were a total of 59 invalid observations, of'which 22-1/2 were invalidated because they were in accordance /with the design (the 1/2 appears because there were two reasons for invalidating some of these obser-vations).

The second table entitled "BCAP Electrical Reinspection Observations" shows for each construction category the total number of observations written in the CSR, the number of observations which were determined to be totally or partially invalid, the number of observations which were determined to be totally or partially invalid, the number of observations which were totally or partially out of scope, and the number of observations which were totally or partially "not suitable for further processing". In addition, the table shows the "XXX" observations separately (these were the observations relating to items not within the CSR sample), so we won't have any " apples and oranges" problems.

The remaining seven sheets of this document provide detailed supporting information for the tabulations which appear in'the first two pages. Howev,er the only page that includes the "XXX" observations is the second page (AR006925006925. There are no "XXX" observations in the first table (AR006924006924.

Please call me if you need help in interpreting this document. If necessary we will make Mr. Orlov available to you to explain it further.
