Dear Mr. Craven:

By letter dated February 20, 1985, we informed you that the Nuclear Regulatory Commission (NRC) was considering enforcement action against an NRC licensee for discrimination involving Richard D. Parks and we requested Department of Labor (DOL) concurrence to release the D0L compliance officer's narrative report concerning Mr. Parks. By letter dated February 27, 1985, you provided a " sanitized" report for public release. The purpose of this letter is to request D0L reconsideration regarding release to the NRC licensee of the entire report concerning Mr. Parks and its supporting documentation.

The NRC issued a Notice of Violation and Proposed Imposition of Civil Penalty on August 12, 1985 and by Order dated March 4, 1986, imposed the civil penalty.

The NRC licensee, General Public Utilities Nuclear Corporation, has requested a hearing regarding this matter. Pursuant to the Comission's hearing order, the licensee has served discovery requests.

In response to these discovery requests, the NRC has provided the redacted version of the DOL compliance officer's narrative report we received as an enclosure to your February 27, 1985 letter. Since information relevant to this case may be included in parts of the narrative report not released, including its enclosures and the section containing the compliance officer's conclusions, we are requesting 00L to consider the release of all parts of the report, except those portions which constitute a clearly unwarranted invasion of personal privacy.
