GPU NL' CLEAR PUBLIC INF0iO1ATION ACTIVITIES RELATING TO THE THREE MILE ISLAND NUCLEAR GENERATING STATION The following ir ~ormation describes public information activities at Three Mile. Island, noting those emergency-related activities planned by Licensee prior to restart and continued periodically or on a regular basis.

I.

EMERGENCY-RELATED PUBLIC INFORMATION AND EDUCATION ACTI\\*ITIES In addition to activities performed or coordinated jointly with State agencies, the Licensee plans to pursue the following activities unilaterally:

A.

Siren Information Precram - The Licensee has a progra= to provide information to the news media, general public and public officials concerning the installation and _use of a prompt notification system (sirens) to be operational by July 1, 1981.

These plans include a news release, and extensive promotion of interviews with TMI emergency preparedness personnel involved with the siren programs, to describe the equipment and how it will be used for TM! and non-nuclear emergencies.

Licensee has arranged for deliver e of a siren mockup and studio tape to provide audie and visual use 4r television and radic.

Licensee also will provide photos to newspapers, with appropriate text.

In addition to television and radio news spots, Licensee will work with TMI-area television and radic stations to develcp a public service announcement to be repeated periodically, informing residents of the siren functions.

Licensee representatives already have appeared at several borough and township meetings to explain the siren system to representatives of local government, volunteer fire companies, and municipal emergency management organizations. This activity will continue.

B.

Publications - Licensee is preparing, and will dis *ribute through current publications such as the CPU Nuclear Newsletter and a new brochure, information describing normal operations and emergency activities appropriate to each TMI unit. A second brochure will be distributed to the news media containing a description of emergency notification procedures, information sources during an emergency, emergency facilities, and phone numbers for Licensee, State, county and other emergency information.

C.

Speakers - Members of the speakers bureau are prepared to talk on emergency planning, and their appearances before public groups are actively promoted through the existing speakers bureau mechanism.

Media Relations ~- Members of :he media relacions staff periodically i

. managers a: newspapers, radio and television stations.

Licensee -

General Radiation Education Program - The Licensee is developing a i

l brochure on radiation which will be specific to. the TMI accident.

The brochure discusses the findings of :he various investiga:ive groups including the Ad. Hoc Population Dose Assessment Group,

.Kemeny Co==ission, Rogovin Special Inquiry Group and Hart Committee.

Also discussed are the adequacy of radiation monitoring and the potential.for radiation-induced health effec:s during the cleanup as assessed in the "Draf: Programma:ic Environmental Impact Statement". ' Specific l distribution plans for this brochure are j

'It was conduc:ed by a Lancaster physicis: who has wri::en ex:ensively on radiation but who has no connec: ion with the. company or TMI.

program was very well received, and, according to participanc very infor=ative and understandable.

The' Licensee is coordinating this proposal with the 3ureau of Radiation Protection and Pennsylvania State University.

II.

L ONGOING PUBLIC INFORMATION ACTIVITIES A.

Interviews - The public information staff actively seeks opportunities for in:erviews with appropriate Licensee management or staff personnel upon request of reporters.

The public information staf f participates in many meetings itself, and is able to respond :o media inquiries in some depth, on many subjects.

This capability, with

Radio Actualits - The depa rtment provides a recorded message used for pre-recorded comment in conjunctica with a press conference or press release.

' Media Tours - Media tours are organited periodically which feature personal observaticas of various plant facilities.

Briefings are usually conducted at the'same timeEby Senior TMI Management.

These programs continue to be very well attended.

In a recent two-week

-period, more than 200_ media representatives toured the plant and their work was seen by millions.

H.

-Information Source - The public information of fice nerves as.a source of a wide variety of TMI-related informacien to public officials, the news media and general public, providing information by phone, in person or through publications and videotapes.

24-Hour Response Capability - The department has a designed duty officer in combination with a " code-a-phone" message system.

This allows response to media inquiries when there is no one in the office.

DER Briefings - The State Department of Environmental Resources sponsors briefing sessions periodically which provide information to public officials, the press and public. The program always features a question and answer session. The company, BRP and NRC personnel participate in these sessions.

The public affairs staff includes a trained operator for this equipment.

Administration - Administration fune:1ons for the co=munications department are handled by the special projects staff, freeing other communications professionals for other assignments.
