Interagency Agreement No. NRC-03-82-125 Pursuant to the authority contained in the Econorny Act of 1932, as amended, 31 U.S.C. 686, the Nuclear Regulatory Commission (NRC) and the Uniformed Services University of the Health Sciences (USUHS) desire to enter into an interagency agreement whereby USUHS will provide services to infer or
. extrapolate possible psychological responses that may be exhibited among the TMI population as a result of TMI-l restart utilizing data collected after the accident at TMI Unit 2.
Accordingly, the parties hereto mutually agree to the following terms of this agreement:
Article I - PERIOD OF PERFORMANCE The period of performance shall be from the effective date of this agreement through 10 August 1982.
Article II - SCOPE OF WORK
Background
Following the accident at the Three Mile Island Unit 2 (TMI-2) nuclear power plant, the decision to restart the undamaged THI-l Unit, located on the same site, was delbyed pending NRC review.
During the TMI-1 hearing process, the contention was raised by People Against Nuclear Energy (PANE) that psycho-logical stress might occur within the TMI community as a result of the TMI-l restart, and this possibility should be considered in NRC's decision. A U.S.
Court of Appeals decision on 7 January 1982, supported PANE's contention.
In response to the court decision, the NRC has begun the process of preparing an environmental assessment of the effects of a proposed TMI-l restart on the psychological health of the residents and on the well-being of the communities in the TMI neighborhood.

l Objective The purpose of this project is to use existing data collected after the accident at TMI Unit 2 to infer or extrapolate possible psychological responses that might be exhibited among the TMI population as a result of a TMI-1 restart.
In accordance with the attached statement of work, this effort will involve five data sets:
(1) the NRC and USUHS June 1980 study of a
. group of persons in the vicinity of TMI and another group of persons in Frederick, Maryland; (2) and (3) two NRC and USUHS surveys in July 1980 of the same group of. respondents; (4) an NRC and USUHS survey of the individuals in the vicintly of TMI and the group'in Frederick, Maryland; a group of individuals in Oyster Creek, New Jersey and a group r
of persons in Dickerson, Maryland; and (5) a January 1981 survey composed of the same four groups noted in (4) above. These data sets were collected under an interagency agreement between the NRC and the USUHS (NRC-03-81-135 and NRC-03-80-139).
Article III - ESTIMATE OF COST The estimated cost of the effort described in the attached Statement of Work is Article IV - OBLIGATION OF FUNDS Funds in the amount:of are obligated hereunder and chargeable to the following appropriation data:

t Article V - BILLING INSTRUCTIONS USUHS, to receive reimbursement for costs incurred, shall submit invoices in accordance with Attachment II, Billing Instructions which is attached and made a part hereof on a quarterly basis in lieu of monthly billing utilizing a SF 1080.

Article VI - ADVANCE NOTIFICATION It is estimated that the total cost to the NRC for performance of this contract will not exceed the estimated cost as stated in Article III.
USUHS agrees to use its best efforts to perform the work specified in the Statement of Work within such estimated costs.
If, at any time, the USUHS has reason to believe that the costs which they expect to incur within the succeeding 60 days will exceed 75 percent of the estimated cost when added to all previously incurred costs, the USUHS shall notify the Contracting Officer in writing.
This notification shall include the revised estimate for the total cost for performance of this interagency agreement.
_r Article VII - REPORTING REQUIREMENTS The reporting requirements are contained in the attached Statement of Work.
Article VIII - NRC CONTACTS A.
Technical Contact - The NRC technical contact is Dr. Patricia Rathbun, Division of Engineering, Office of Nuclear Reactor Regulation, telephone number (301) 492-9695.
The Project Of'ficer is responsible for:
(1) monitoring the USUHS's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work; (3) performing technical. evaluation as required; (4) performing technical inspectinns and accebtances. required by this interagency agreement, and (5) assisting 'USUHS in the resolution of technical problems encountered during performance. The Contracting Officer.is responsible for directing ~or negotiating any changes in terms, conditions, or amounts cited in.the. contract.
For guidance from the Project Office'r to USUHS to be valid, it must:
(1) be consistent with the description of work set forth in
~
this contract; (2) not constitute new assignment of work or change to the expressed terms, conditions, or specifications incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; (4) not constitute a basis for any increase in the estimated cost.
STATEMENT OF WORK WORK RE0llIREMENTS Task 1 The contractor shall attend a technical direction meeting with the NRC and other NRC contractors at which the contractor shall present the indicators to be used in the analysis; supporting rationale for choices of the indicators; and rationale for comparability of indicators across research designs.
The contractor shall provide to the NRC Pro.iect Officer six (6) copies of a letter report which confirms the agreed upon indicators and a list of the ouestions to be analyzed for final NRC approval.
Task 2 The contractor shall perform an analysis of the data which shall consist of the following:
(a) The contractor shall perform an analysis to identify differential attitudes toward the situation at TMI.
Questions bearing upon attitudes toward restarting TMT-1 were included in the June, July, and August 1980 surveys and January 1981 surveys.
The contractor shall conduct an analysis to identify the categories of persons who hold these different attitudes and how the attitudes are correlated.
(b) The contractor shall investigate characteristics of persons who pay be exhibiting varying levels of stress associated with the situation at TMT and if and how these characteristics of persons changed over the survey period.
A nunber of indicators were used including:
symptom reporting, behavioral, performance, and physiological and bl.ochemical indicators of stress.
The contractor shall conduct an analysis indicating characteristics associated with varying levels of TMT related stress.
This analysis is designed to define sub-groups of people based upon their social and psychological characteristics who appear more or less vulnerable to there-\\tartsituation.
(c) The contractor shall attend and participate in a meeting with NRC staff and other NRC contractors to discuss how different sub-samples would have responded to survey questions identified in Task 1, and to determine how these samples differ or are similar to the general population.
As a result of this meeting, and prior analyses the contractor shall integrate the findings of these studies, provide a discussion of the results of the

studies, and determine the degree to which the findings can be generalized.

this shall be documented in the final report.)

of all of the above analyses in a report to the NRC Pro.iect Officer as follows:
a preliminary letter report, a draft final report, and a final report as detailed in the Reportino Reouirements set forth herein.
c REPORTING RE0lliREMENTS Task 1 - Letter Report The contractor shall provide a letter report containing the indicators to be used for the analysis; supporting rationale for choices of the indicators; and the rationale for use of the indicators in this comparative analysis.

Task 2a and Task 2b-Preliminary Analysis The contractor shall provide all analysis of data performed to date; a descriptive analysis of significant findings, and a discussion of analysis to be performed during the balance of this program.
Task 2a and Task 2b - Task Report The contractor shall provide all analysis of data; a discussion of the results of the data analytic efforts; a description of the results of the

attempts to integrate the findings of the studies; and a description of the degree to which the findings differ from the general population of
-Pennsylvania.
Final Report The contractor shall present to the NRC a final report containing a discussion,of all analys'is performed and conclusions drawn. The contractor shall submit a draft of this report for NRC review and comments. The final version of this report shall incorporate NRC comments.
