Dear Mr. tiranducin:

This concerns the proposal by the Milton S. Hershey Medical Center (HMC) to assume and continue the Environmental Protection figency's (EPA's) program of environmental monitoring at and arcut,u the Three Mile Island Nuclear Power Plant site.

I was asked to provide en assessrxat of the proposed HMC progran based on the following:

1. October 9, 1987 letter from Kenneth L. Miller to Rayaond A.

Branducin with enclosure "HMC-EPA Quality Assurance Progran".

2. Septeaber 11, 1987 letter from Kenneth L. Miller to Raymand A.

Brandwein with enclosure " Application for Federal Assistance",

including a " Narrative Statement".

The program, as described in the above referenced documents, appears to be a continuation of essentially the saac progran prescntly conducted by the EPA's Hiddletown, PA field station. The scope of such a program conducted by the HMC in cooperation with the Pennsylvania Department of Environmental Resources and the EPA, in conjunction with th9 utility's environmental monitoring efforts, appears to adequately address those areas important to assuring public health and safety.

Further, it is noted that the program's direction will be provided by Kenneth L. Hiller, Associete Professor of Radiology and Director of the HMC Division of flealth Physics. Mr. Miller's background of education and training coupled with his extensive professional experience in the radiation 7;rotection field, including comprehensive certification in Health Physics by 11e American Board of Health Physics, certainly qualifies him to nanage such a program. My professional interactions with Mr. fiiller over the last several years on issues related to Three Mile Island reinforce this view. Mr.11111er's direction will be a strong factor in assuring the success-of the proposed program. '
